Performance Work Statement (PWS) for the
Commercial Internet Services for the ATMC U.S. Liaison Offices
1.0 General
The Air Traffic Management Center (ATMC) is a geographically separated unit (GSU) located in Fukuoka, Japan, and operates within a Government of Japan (GOJ) facility. The ATMC supports U.S. federal civilian employees performing mission-essential air traffic management functions. Reliable internet and voice communications are required to support continuous operations and coordination with U.S. and host-nation aviation stakeholders. Marine Corps Enterprise Network (MCEN) connectivity at this location is unreliable and does not meet operational requirements; therefore, commercially provided services are required to ensure mission continuity.
Contractor personnel shall comply with all applicable U.S. Government, Marine Corps, and Government of Japan safety and security requirements. U.S. security clearances are not required; however, contractor personnel shall meet all host-nation access and identification requirements necessary to perform work within the GOJ facility. All work shall be performed in a manner that does not interfere with ATMC operations. The Contractor shall be responsible for quality control of all services provided under this contract and shall ensure services meet the performance standards identified in this Performance Work Statement.
1.1. Description of Services/Introduction.
This acquisition is for commercially provided internet access, IP telephony services, hardware support, and network monitoring in support of the Air Traffic Management Center (ATMC) in Fukuoka, Japan. These services are required to provide reliable communications capabilities in a location where Marine Corps Enterprise Network (MCEN) services are insufficient to meet operational needs. The services directly support U.S. federal civilian personnel assigned to the ATMC in the execution of air traffic management and coordination functions.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform commercial internet and IP telephony services as defined in this Performance Work Statement, except for those items specified as Government-furnished property or services. The Contractor shall perform all services in accordance with the standards and requirements specified in this contract.
1.2. Scope of Work and Objective.
The scope of work includes the provision of commercial fiber-based internet access, IP phone services, hardware support and replacement for existing network and voice equipment, storage of cold-spare hardware, 24 hours per day, 7 days per week network health monitoring, and a two-hour response time for network outages or service disruptions.
The objective of this contract is to provide reliable, continuous internet and voice communications to support mission execution at the Air Traffic Management Center by leveraging commercially available services that mitigate the limitations of MCEN connectivity at this geographically separated location
1.3. Period of Performance.
The Period of Performance shall consist of a one (1) year base period, beginning 01 April 2026, and four (4) one-year option periods.
The Government may exercise the option periods in accordance with the terms and conditions of the contract.
Exercise of any option period is at the sole discretion of the Government and is contingent upon continued need, availability of funds, and satisfactory contractor performance.
1.3.1. Federal Holidays.
DISTRIBUTION: DoW COMMUNITY ONLY
Federal holidays shall not impact the Contractor’s performance requirements under this contract. Internet services, network monitoring, and outage response shall be provided 24 hours per day, 7 days per week, including U.S.
Federal holidays and host-nation holidays.
No additional compensation shall be provided for services performed on Federal holidays. If on-site support is required, such support shall be coordinated with the Government-designated point of contact and conducted in accordance with host-nation facility access requirements.
1.3.2. Typhoon Conditions.
Severe weather events, including tropical cyclones, may result in access restrictions or safety directives issued by Government of Japan (GOJ) authorities or the facility operator. Such conditions shall not relieve the Contractor of responsibility for maintaining internet services, network monitoring, or outage response, to the maximum extent practicable.
When severe weather conditions restrict on-site access to the Air Traffic Management Center (ATMC), the Contractor shall continue to provide remote monitoring, troubleshooting, and service restoration efforts. On-site support shall be deferred only when access is restricted by GOJ authorities and shall resume when access is authorized.
Following the lifting of severe weather restrictions, the Contractor shall validate or restore services as required and respond to outages in accordance with the response time requirements of this Performance Work Statement. Delays in performance caused by severe weather or other conditions beyond the Contractor’s control shall be addressed in accordance with the contract’s Excusable Delays or Force Majeure provisions.
