About this file

This document is a Request for Information (RFI) from the U.S. Army regarding the Joint Assault Bridge (JAB) production contract. The purpose of the RFI is to gather industry feedback on the potential use of an Equitable Price Adjustment (EPA) clause and range pricing for the upcoming JAB production solicitation.

The RFI requests feedback on the following key points: 1) Industry interest in an EPA clause, including which cost inputs may experience volatility, the estimated percentage of those costs relative to the total JAB price, and willingness to have the EPA start in Year 3; 2) Industry ability to provide more competitive pricing if range quantities were established, and proposed quantity ranges assuming a maximum of 48 systems per year. Responses are requested by May 31, 2024 at 5:00pm EST and should be submitted to the provided email address.

1. Economic Price Adjustment.

An Equitable Price Adjustment (EPA) is defined as a contracting mechanism in which an adjustment is made prior to the start of an out-year ordering period. The prices are adjusted based on index changes from the pre-established index values for that ordering period to the most current information available on the Bureau of Labor and Statistics (BLS) website. EPAs are constructed in which prices can be adjusted either upwards or downwards based upon economic trends to help protect both the Government and the contractor from excessive and unforeseeable price swings.

Contained within EPAs are a trigger or dead zone (usually +/- 3%) that must be exceeded for any adjustment to take place; the maximum adjustment is normally no more than 10%. The pre-established index numbers are based on predictions from the SP Global (formerly IHS Global Insight). These values are inserted into the EPA spreadsheet at time of award and are compared to the BLS indexes available just before the next ordering period. A weighted average of more than one index may be used to ensure an accurate capture all of the identified cost items with the most volatility and/or risk.

a. Does your company have interest in an Economic Price Adjustment (EPA) in the JAB Production contract?

b. Would including an EPA allow your company to provide more competitive pricing?

c. What cost input(s) do you expect to see the most volatility in that could be mitigated through an EPA clause? Please provide applicable Index PPI codes (if known) from the Bureau of Labor website as part of your response.

d. Of the preferred cost inputs identified, what is the estimated percentage of the price of the entire JAB for each cost input?

e. Would your company be comfortable with the EPA starting in Year Three?

2. Range Pricing.

a. Would your company be able to provide more competitive pricing if range quantities were established?

b. If yes, what are your proposed ranges? Assume max production of 48 systems per year.
