About this file

This document is a Request for Information (RFI) from the Army Contracting Command - Detroit Arsenal (ACC-DTA) regarding the Joint Assault Bridge (JAB) follow-on procurement. The purpose of the RFI is to gather industry feedback on the JAB Production solicitation before its release, which is anticipated for early Second Quarter Fiscal Year (FY) 2025.

The RFI seeks information on Producer Price Index (PPI) codes and percentage cost breakdowns for a JAB Chassis and JAB Retrofit Kit. Specifically, the government is requesting a cost element breakdown in the form of percentages for total unit price, as well as a minimum of two applicable PPI codes that are expected to have the most volatility for both material and labor cost elements. Responses are due by November 27, 2024, at 5:00pm EST and should be submitted to the USAASC-PEOCSCSS-FP-JAB@army.mil mailbox.

1. Economic Price Adjustment.

An Equitable Price Adjustment (EPA) is defined as a contracting mechanism in which an adjustment is made prior to the start of an out-year ordering period. The prices are adjusted based on index changes from the pre-established index values for that ordering period to the most current information available on the Bureau of Labor and

Statistics (BLS) website. EPAs are constructed in which prices can be adjusted either upwards or downwards based upon economic trends to help protect both the

Government and the contractor from excessive and unforeseeable price swings.

Contained within EPAs are a trigger or dead zone (usually +/- 3%) that must be exceeded for any adjustment to take place; the maximum adjustment is normally no more than 10%. The pre-established index numbers are based on predictions from the

S&P Global (formerly IHS Global Insight). These values are inserted into the EPA spreadsheet at time of award and are compared to the BLS indexes available just before the next ordering period. A weighted average of more than one index can be used to ensure an accurate capture all of the identified cost items with the most volatility and/or risk.

a. Please provide a cost element breakdown in the form of percentages for total unit price for both the JAB Chassis and JAB Retrofit Kit. Responses should total 100%. See example below for reference.

Cost Breakdown Example JAB Chassis:

Material Labor Indirect Cost/Profit 30% 20% 50%

b. Please provide a minimum of two applicable Producer Price Index (PPI) codes from the Bureau of Labor website that you expect to see the most volatility as part of your response for Material & Labor cost elements. Please include separate responses for both the JAB Chassis and JAB Retrofit Kit. Responses should include a weighted average totaling 100% to mitigate risk in one area more than others. See example below for reference.

Applicable Commodities Example:

JAB Retrofit Kit Material

Commodity A PPI123 – 50%

Commodity B PPI456 – 25%

Commodity C PPI789 – 25%

JAB Retrofit Kit Labor
