Federal Election Commission Enterprise Architecture Request for Information (RFI) IT Services
1.0 Description
The Federal Election Commission (FEC) is seeking information from qualified, experienced vendors/contractors about services to provide support and development for legacy applications. In addition to the support and development this effort also includes moving to a modern, state of the art, cloud-based, secure, platform-independent environment. The requirements of this effort are described in the draft Statement of Work (SOW).
1.2 This is a Request for Information (RFI) only
This RFI is only for the purpose of identifying potential contractors as part of the FEC’s market research. The FEC will not reimburse contractors for any expenses associated with their response to this RFI. Responses to this notice are not offers and cannot be accepted by the FEC to form a binding contract. Responses to the RFI become FEC property and will not be returned. Respondents will not be notified of the result of the review.
This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). The FEC does not intend to award Schedule order(s) or BPAs based only on responses to this RFI. There is no commitment by the FEC to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry to respond to this RFI.
All information received in response to this RFI marked “Proprietary” will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.
This RFI will be posted to Contract Opportunities. Please indicate if you have a GSA Schedule or NASA SEWP contract. No RFQ exists; therefore, do not request a copy of the RFQ. The FEC is not required to use eBuy for any resulting RFQ.
NAICS: Please indicate any potential NAICS Codes that may be used for this requirement.
2.0 Program information
2.1 Background
The Federal Election Commission is an independent regulatory agency charged with administering and enforcing the Federal Election Campaign Act of 1971, as amended. The duties of the FEC are to disclose campaign finance information, to enforce the provisions of the law such as the limits and prohibitions on contributions, and to oversee the public funding of Presidential elections. The Commission enforces limitations and prohibitions on contributions and expenditures, investigates and assesses fines for violations, audits a limited number of campaigns and organizations for compliance, and administers the presidential campaign fund, which provides public funds to candidates for president.
The Commission currently has a contract to augment FEC staff to support 20+ applications/processes. This includes the Searchable Applications used by the Office of the General Council, Disclosure Applications and RAD Modules used by the Office of Compliance, Enterprise Content Management and Crystal Reports used by the entire Commission and DBA and Informatica experience. The applications are a mix of COTS, java and .NET.
FEC conducted a study of its legacy systems (many of the 20+ applications) and developed a cloud migration plan for these legacy applications and systems during 2020. The cloud migration plan includes recommendations of the phased approach of migrating the FEC’s legacy systems (many of the 20+ applications and their disaster recovery environment) to the cloud. The FEC would like the staff augmentation contractor to support FEC migrating its legacy systems to the cloud and to provide the production support in the cloud environment.
2.2 Anticipated period of performance
The FEC estimates this work would be for 1 base year and 4 option years.
2.3 Limitations
Move to the cloud must be compatible with work completed in the FEC IT modernization project.
