About this file
This Request for Information (RFI) is issued by the Centers for Medicare & Medicaid Services (CMS) to conduct market research for an Informatica Enterprise License Agreement (ELA). CMS seeks potential vendors to provide a Business Intelligence platform with capabilities including Extract Transform Load (ETL) processes, data management across multiple database platforms (Teradata, Snowflake, Oracle, DB2, PostgreSQL), and support for data quality, masking, and virtualization. The RFI requires vendors to respond to 15 detailed questions about their solution architecture, transition strategies, data migration approaches, user workflows, licensing structure, security features, and technical capabilities by 11:00 am Eastern Time on 07 April 2025.
The RFI aligns with the MEGABYTE Act of 2016, which requires federal agencies to develop comprehensive software licensing policies to promote financial savings. CMS aims to improve software license management, gain visibility into its Informatica license inventory, and reduce overall costs by procuring an Enterprise License Agreement. The agency supports thousands of users across CMS, beneficiaries, contractors, and state governments, processing massive amounts of program data, including over 1.2 billion Medicare claims annually. Responses must be submitted as a PDF or Microsoft Word document, not exceeding eight pages, with a cover page containing company details and must not include proprietary or confidential information.

The Centers for Medicare & Medicaid Services (CMS) is issuing this request for information as a means of conducting market research to identify parties having an interest in and capable of performing services related to addressing the agency’s need for the “Informatica ELA.” This requirement will provide the agency with an effective and efficient ability to access Informatica software license products as well as comprehensive support for the Office of Information Technology. This includes a continued need for maintenance support of Informatica brand software licenses which are delivered and utilized under an ELA. For more information, please see associated Draft Product List provided for Market Research purposes.
BACKGROUND:
The Making Electronic Government Accountable by Yielding Tangible Efficiencies (MEGABYTE) Act of 2016 requires federal agencies to develop a comprehensive software licensing policy to promote financial savings and/or avoidance of spending from improved software license management. Multiple forms of purchasing individual licenses is not an efficient use of federal funds. In addition, there is great potential for excessive purchasing since the Chief Information Officer (CIO) does not have complete visibility of the CMS Informatica license inventory. Procuring an ELA will provide the agency with an effective and efficient ability to access Informatica software license products; provide the CIO visibility into the license inventory; and reduce overall cost to CMS.
The Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT), Enterprise Infrastructure and Operations Group (EIOG) has a continued need for maintenance support of Informatica brand software licenses which are delivered and utilized under an ELA.
Informatica brand software provides a critical business functions within its Data Center environment. The CMS datacenter environment is comprised of several Contractor - Owned/ Contractor operated data centers operated under a common set of standards and technologies.
CMS pools the requirements of its datacenter contractors to promote standardization and take advantage of economies of scale by purchasing much of the Informatica software and associated maintenance used by the datacenters under a leveraged buy and then providing it to the datacenter contractors as Government Furnished Equipment (GFS). The CMS datacenters provide a shared service hosting environment which supports the production environment of most CMS information systems, and the Informatica ELA is one of several procurements which supports CMS operation and maintenance.
OIT serves thousands of users within the CMS, Beneficiaries, Contractor, State government, and research communities. OIT internally supports dozens of systems and user groups, multiple development projects, and a varied set of processing platforms. CMS is responsible for administration of the Medicare program, the general oversight of the State Medicaid Programs, and the State-based Health Insurance Exchanges. Massive amounts of eligibility, enrollment, entitlement, payment, and other program data are processed and maintained by CMS on a daily basis to ensure efficient and effective program operations. For example, Medicare alone has over 1.2 billion claims processed annually for covered services rendered to beneficiaries.
CMS has a number of initiatives and technical challenges that includes the support of an infrastructure that is essential to the maintainability and accessibility of CMS’ data resources.
The development of a comprehensive and central approach to acquire software licenses and enable an improved management of software license inventories (e.g., ServiceNow, etc.) is paramount to the ability of CMS to meet its program operations responsibilities and data demands in an effective and efficient manner.
QUESTIONS:
The questions listed are related to learning about possible alternate solutions to the Business Intelligence platform and associated components to perform, at a minimum, the following tasks:
• Have information tool used to perform Extract Transform Load (ETL) loads from Online Transaction Processing (OLTP) to DataMart databases and generate extracts.
• Automate the ETL process.
• Ease of development and excellent Graphical User Interfaces (GUI) for
Administration, ETL Design, Job Scheduling, Session monitoring, Debugging, etc.
• Ability to connect to heterogeneous sources and targets. If in the same workflow, connect to two different databases.
• Have the ability to address data quality issues, data masking, and data virtualization.
• Vendor provides their suite of ETL which is used for managing data within CMS databases across multiply different database platforms (Teradata, Snowflake, Oracle, DB2, PostgreSQL, S3, flat files).
Please review the draft Product List and provide responses to the questions below. The beginning sections of the Product List provide an overview of the scope of the requirement and its associated terms and conditions.
