About this file
This is a Request for Information (RFI) from the U.S. Department of Education's Institute of Education Sciences (IES) regarding scientific peer review support services. The RFI is issued as a market research tool and does not constitute a binding commitment to conduct a solicitation. IES seeks vendor responses regarding capability to manage integrated peer review operations, including managing virtual and in-person scientific peer review panels for research grant applications, maintaining and supporting the Peer Review Information Management Online (PRIMO) system, operating a help desk with technical support, supporting grant application processing and external reviewer recruitment, coordinating panel logistics and reviewer communications, preparing peer review summary statements and scoring reports, facilitating applicant notifications, and ensuring compliance with federal IT, accessibility, cybersecurity, and privacy standards. The contractor must support high-volume research grant applications and external peer reviewers across multiple review cycles annually, as well as smaller-volume reviews of IES reports, unsolicited grant applications, and grant supplement applications, and must operate within a firm fixed price contract structure.
Vendors are requested to provide responses addressing six specific information requests: prior experience managing scientific peer review panels and activities with at least two detailed examples; experience operating and maintaining web-based platforms supporting all aspects of research grant and report manuscript peer review, including helpdesk and applicant portal functionality; feedback or questions regarding the requirement and draft Performance Work Statement, including recommendations for firm fixed price structuring; experience complying with federal requirements including the Paperwork Reduction Act, Section 508 accessibility standards, cybersecurity protocols, and privacy regulations; availability of required services and labor categories on existing ED contracts or GSA Schedules with relevant contract numbers and business size status; and identification of any unduly restrictive language in the draft Performance Work Statement with specific examples and feedback. Responses must not exceed eight pages and are due by 12:00 p.m. ET on February 4, 2026, submitted via email to Anastasia Jones, Contract Specialist, at Anastasia.Jones@ed.gov.

1. Overview The Institute of Education Sciences (IES) possibly plans to award a new contract or task order for integrated support of its scientific peer review activities. This includes the scientific review of discretionary research grant applications, and external scientific peer review of report manuscripts, unsolicited grant applications, and grant supplement applications. In addition to the peer review activities, the contract will provide information technology support to operate and maintain the online application processing, peer review management and applicant notification system providing critical infrastructure for IES known as PRIMO (Peer Review Management Online). IES seeks written information from vendors about their capability to manage and execute the full scope of peer review operations as described in the attached draft Performance Work Statement (PWS).
2. Description of the Requirement As required by the Education Sciences Reform Act of 2002 (ESRA), IES conducts rigorous scientific peer review of applications to IES research grant competitions and of IES reports prior to publication. PRIMO
• Ensuring compliance with federal IT, accessibility, cybersecurity, and privacy standards.
The contractor must be able to support a high volume of research grant applications and external peer reviewers across multiple review cycles annually, as well as a smaller number of reviews of IES reports, unsolicited grant applications, and applications for grant supplements, and be able to operate within a firm fixed price contract structure.
