About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP) seeking innovative AI technologies for monitoring and analyzing inmate communications. The BOP is exploring solutions leveraging artificial intelligence, natural language processing, and advanced analytics to automatically transcribe, translate, and analyze inmate phone calls, electronic messages, and other communication channels across 120 institutions. The primary objectives include detecting criminal activities such as gang communication, contraband smuggling, terrorism, financial fraud, and human trafficking.
Vendors are requested to submit detailed 10-page PDF responses by 11:00 a.m. EST on December 15, 2025, to bwilson1@bop.gov. The RFI seeks comprehensive information about potential solutions, including multilingual audio processing capabilities, automated content analysis, integration with existing data sources, user interface tools, security compliance, performance scalability, and technical specifications. Respondents should provide examples of prior deployments in correctional or law enforcement contexts, technical details on handling multiple languages and dialects, security certifications, licensing models, and potential implementation challenges. This RFI is solely for market research purposes and does not constitute a solicitation or guarantee of future contract award.

RFI for AI Translations
Seeking Sources of Information:
The Federal Bureau of Prisons (BOP) is seeking information on emerging technologies to enhance monitoring and analysis of inmate communications. Current inmate telephone systems provide audio recordings, but manual review is resource-intensive and limited in scope. We are exploring solutions that leverage artificial intelligence (AI), natural language processing (NLP), and advanced analytics to automatically transcribe, translate, and analyze inmate communications, and to correlate those communications with other available inmate communications and intelligence related data sources. The objective is to improve detection of criminal activity, contraband smuggling, gang communication and coordination, acts of terrorism, financial fraud, human trafficking, and other illicit activity conducted through inmate communications.
This Request for Information (RFI) is issued solely for planning and market research purposes under FAR Part 10 and does not constitute a solicitation. The BOP is interested in receiving capability statements and related materials that demonstrate industry’s ability to meet the requirements of this potential effort. Information received will be used for internal planning purposes only and will not directly result in a contract award. Vendors are encouraged to provide details on relevant experience, capacity, and potential solutions that align with the needs of the
BOP.
Request for Information:
To assist the Bureau of Prisons in its market research efforts, interested vendors are requested to review the following questions and provide written responses. The information collected will help the Government better understand industry capabilities, potential solutions, and best practices relevant to this requirement. Responses should be clear, concise, and address each question directly. Vendors may also submit additional information they believe would be helpful in assessing their ability to support the BOP’s mission needs.
Scope of Desired Capabilities:
The BOP is interested in information on solutions that provide:
Multilingual Audio Processing
Ingest audio files from existing inmate phone system.
Automatically detect language and provide accurate transcription.
Translate non-English conversations into English in real-time or near-real time.
Handle poor audio quality, background noise, slang, and regional dialects.
Automated Content Analysis
AI/ML-based detection of criminal activity indicators (gang activity, contraband.
introductions, drug trafficking, terrorist activity or radicalization indicators, violence, fraud.)
Identification of coded language or slang used within correctional environments.
Risk-based scoring and prioritization of calls requiring immediate review.
Integration with Other Data Sources
Seamless interoperability with the agency’s existing intelligence systems.
Ability to ingest and correlate:
Inmate phone calls.
Electronic messaging platforms.
Mail scanning systems.
Financial transactions (commissary, incoming and outgoing money transfers).
Inmate contacts.
Provide link analysis tools to identify networks, relationships and criminal activity.
User Interface and Analyst Tools
Investigator dashboards for search, filtering, and review of prioritized communications.
Visualization of linkages between inmates, outside contacts, and financial activities.
Configurable alerts and notifications for high-risk activity.
Export capability to agency case management systems.
Security, Privacy, and Compliance
Compliance with applicable federal, state, and local requirements (e.g., CJIS).
Secure storage, encryption, role-based access controls, and full audit trails.
Performance and Scalability
Ability to process and analyze high call volumes across multiple facilities. (120 institutions)
Real-time or near real-time performance to support operational decision-making.
Scalable architecture to support future expansion.
Requested Information from Vendors
Respondents are requested to provide:
1. A description of their solution’s capabilities in each of the functional areas above, to include usage at 120 sites.
2. Examples of prior deployments in correctional, law enforcement, or national security contexts, to include the scope and volume of data. If available, provide information on test cases, i.e. use of the AI system in court cases.
3. Details on how their solution handles:
o Slang, euphemisms, and coded language.
o Multiple languages from the inmate and civilian population.
o Language translation accuracy and dialects.
o Integration with legacy phone and intelligence systems.
4. Technical specifications, scalability benchmarks, and system architecture overview.
5. Security certifications and compliance capabilities.
6. Licensing, pricing models, and support structures (if available).
7. Any potential risks, limitations, or challenges to implementation.
Response Information
Responses must be submitted electronically in PDF format to Brooke Wilson, Contracting Officer, bwilson1@bop.gov. Each response should include company details, a capability statement, and confirmation of the ability to utilize a BOP-specific online ordering platform. Responses are limited to ten (10) pages and must be received no later than the posted due date. The RFI is issued solely for market research purposes under FAR Part 10. It does not constitute a solicitation or offer. The Government will not reimburse any costs associated with response preparation or participation in this market research. Responses to this RFI shall be emailed in PDF format, no later than 11:00 a.m. (EST) on Monday, December 15, 2025.
