Department of Homeland Security (DHS), Center for Countering Human Trafficking Investigators Maintain Purposeful Awareness to Combat Trafficking Trauma Training

(IMPACTT)

Statement of Work (SOW)

July 7, 2023

1.0 INTRODUCTION AND MISSION

The DHS Center for Countering Human Trafficking has broad oversight of DHS programs related to combating human trafficking crimes, including all human trafficking investigations conducted by Homeland Security Investigations (HSI).

2.0 BACKGROUND

Although vicarious trauma presents a challenge for law enforcement personnel and prosecutors across all investigative areas, the risk is particularly acute in human trafficking cases. Investigators and victim assistance personnel work long hours identifying and assisting victims, witnessing evidence of and hearing stories of abuse, and working to navigate the additional challenges of addiction, mental illness, and mistrust of law enforcement.

While assistance is provided to trafficking victims, human trafficking investigators and other HSI personnel are often left in need of help to properly and effectively manage their own mental well-being during and in the wake of these horrific investigations. Investigators Maintain Purposeful Awareness to Combat Trafficking Trauma (IMPACTT) is program, administered by the CCHT, that will raise awareness of these challenges, lessen their impact, and provide tools and coping strategies to mitigate the effects of vicarious trauma.

IMPACTT will be available to HSI agents, analysts, task force officers, and other personnel (such as victim assistance specialists and forensic interviewers) involved in human trafficking investigations.
