Request for Information

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk

(FLCN) Mechanicsburg Contracting Office is performing market research on behalf of

NAVSUP Business Systems Center (BSC) to identify capable resources that can provide a Customer Queuing System (CQS) and ancillary services. The purpose of this form is to allow industry the opportunity to identify themselves with regard to interest and technical capability.

Background Joint Personal Property Shipping Office / Personal Property Division (JPPSO/PPD) is responsible for counseling service members through email, phone and walk-in interactions on their household goods (HHG) entitlements related to Permanent Change of Station (PCS). Counselors review applications submitted in the TRANSCOM DPS system for completeness and forward completed applications to the JPPSO shipment management office for booking. Every service member moving has slightly different requirements that the counselors must work through to ensure the shipment meets regulations.

The current method of tracking customer interactions with the PPD office are antiquated and prone to error. JPPSO/PPD uses paper logs and an antiquated MS Access database to track every customer interaction. The process is labor intensive and inefficient.

Description of Supplies/Services See attached draft Performance Work Statement (PWS) for specific requirements.

Request contractor support services (CSS) for customer queuing and flow software, customer kiosk, associated hardware, system customization and installation, training, and

12-month support and maintenance.

This effort is for a customer queue and process analytic system for the JPPSO/PPD of

NAVSUP Fleet Logistics Center Pearl Harbor. The system will be composed of software and hardware to allow improved communication with customers on wait time expectations as well as information for managers to shift resources in real time to meet customer service requirements. This Household Goods (HHG)-Customer Queuing

System (CQS) – HHG-CQS will improve customer service, employee efficiency, and management tracking for the Navy and Air Force Personal Property Office. Majority of the customers apply online and capturing how much time is spent processing their applications is critical to the requirements. This Proof of Concept / Pilot will support personnel with the customer service data for analysis of mission success.

Installation and training will occur at:

JPPSO Hawaii

4825 Bougainville Dr.

Honolulu, HI, 96818

Schedule Required delivery of 45 days for supplies.

Services and maintenance support IAW PWS to begin after delivery of supplies.

Request for Statements of Capability (SOC) Interested parties who believe they have the capability to perform as a prime contractor in support of this effort must submit a Statement of Technical Capabilities (SOC) that includes the following information:

General Information - Personnel/Size Standard, Company Name, Mailing Address, Point of Contact and Telephone Numbers, Business Size Classification, Small or Other than

Small Business.

Technical Capabilities - The SOC must address technical experience and demonstrate the ability to provide the required supplies and services, as mentioned in the “Description of

Services” section and requirements in the attached Performance Work Statement (PWS).

Include experience-specific work previously performed relevant to this effort to include responses to the following questions:

1. Describe your experience with providing and supporting a customer queuing system. (examples include past work performed, or current company capability).

2. Describe your capability of providing and supporting a queuing system that includes tracking the total process time with the ability to pause the timer if a user had to help another customer.

3. Describe your capability of providing and supporting a queuing system that has the ability to ingest an external file such as a MS Excel file to create a virtual queue.

4. Provide a pricing estimate that we could expect to see for the required supplies/services in support of our budget development.

5. Provide an estimated delivery schedule for the required supplies.

6. Could you support this effort through an existing contract vehicle? If so, provide contract number.

7. Provide a suggested NAICS code based on the attached Performance
