About this file

This document is a Sources Sought Announcement issued by the US Army DEVCOM Soldier Center and Joint Project Manager for Chemical Biological Radiological Nuclear Protection to identify potential sources for High Efficiency Gas Absorber filters. The filters would replace or be used in conjunction with High Efficiency Particulate Air filters currently used in the Joint Biological Agent Decontamination System. Responses are requested by April 12, 2024 to be considered for potential future procurement of Chemical Biological defense filters meeting requirements. Interested sources should provide company information, filter descriptions and specifications, and test data if available in submissions not exceeding five pages. The filters should demonstrate effectiveness against mustard gas, soman nerve agent, and other agents at temperatures up to 76.7 degrees Celsius and 0-95% relative humidity. This notice represents initial market research and is not a solicitation; no contract will be awarded based on responses.

The Government requests that responses be submitted electronically to dan.l.adams2.civ@army.mil, jaylen.a.wingfield.civ@army.mil, brendan.p.harty.civ@army.mil and brant.s.lagoon.civ@army.mil by 04/12/2024 by 5pm EST.

SYNOPSIS: This Sources Sought Announcement is to assist the US ARMY DEVCOM Soldier Center and Joint Project Manager for Chemical Biological Radiological Nuclear Protection (JPM CBRN Protection) to identify potential sources to provide High Efficiency Gas Absorber (HEGA) filters to replace or be used in conjunction with the High Efficiency Particulate Air (HEPA) filters currently in use with the Joint Biological Agent Decontamination System (JBADS). While test data demonstrating capability against the below requirements is desired, these data are not required to submit a response.

This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). Also, it is not an announcement of a forthcoming solicitation or a request seeking contractors interested in placement on a solicitation mailing list. It is a market research tool used to determine the availability and adequacy of potential sources for planning purposes only.

Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract based on responses nor otherwise pay for the preparation of any information presented or the use of any such information. Data and samples submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered.

Background: The JBADS is a deployable biological agent aircraft decontamination system with the ability to decontaminate a C-130 H/J/J-30 model aircraft from biological warfare agents through the employment of hot, humid air to allow the unrestricted use of the aircraft post-decontamination. Full-Rate Production (FRP) of the JBADS has been completed, and five systems have been delivered to Hollomon Air Force Base. As a future capability of the program, a chemical agent decontamination capability has been identified as a potential requirement. In order to meet the new requirement, the addition of the HEGA filter, more commonly known as activated or carbon-based filters will need to replace or be used with the HEPA filters currently in use with the JBADS.

Description: JPM CBRN Protection is requesting information on commercially available HEGA filters currently in development. The objective of this effort is to investigate the availability of HEGA filters that can meet future chemical protection requirements for the JBADS with minimal modifications to the existing system.

Specific Specifications: The Government is interested in learning more information about HEGA filters which meet the recommended requirements for chemical decontamination.

• HEGA filters of interest are commercially available or currently under development.

• HEGA filters should demonstrate decontamination capability against the following agents:

o Mustard Gas Blister Agent (HD) o Soman Nerve Agent (GD) o Venemous Agent X Nerve Gas (VX).

• HEGA filters should demonstrate decontamination capability against the following simulant agents:

o Methyl Salicylate (MES) o Tripopyl Phosphate (TPP) o Diethyl Malonate (DEM)

• System should operate and be effective within the parameters below:

o Temperature: up to 76.7 C o Relative Humidity: 0% - 95%

The above requirements represent guidelines for materials that the Government is interested in learning more about. However, contractors should not disqualify any materials that they are interested in submitting information to the Government based on failing to meet one or any of the requirements above.

Deliverables: Vendors who believe they have HEGA filters capable of meeting the above requirements are requested to submit a short summary, by the date and to the individuals noted below (no more than 5 pages total).

The summary will need to include the following general information about the respondent:

• Company name and address

• Point of Contact with phone number

• Unique Entity Identifier (UEI):

• CAGE Code

• A statement regarding any small business designation (if applicable). The North

American Industry Classification System (NAICS) code is 333413 and the small business size is 1,000 employees.

Responses must include the following information specific to the HEGA filters capable of meeting the above requirements:

1. A statement identifying the country of manufacture.

Responses should include the following information specific to the HEGA filters capable of meeting the above requirements:
