About this file

This is a Request for Information (RFI) issued by the Federal Bureau of Prisons, an agency of the U.S. Department of Justice, regarding an intended upcoming solicitation for Residential Reentry Center (RRC) and Home Confinement (HC) services in Harrisburg, Pennsylvania. The RFI is being issued to gauge whether qualified sources exist to meet the requirements of a forthcoming solicitation and to obtain market feedback on the feasibility of providing these services in the specified geographical area.

The anticipated solicitation will be issued as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract requiring a single offeror to provide all services under one procurement. The requirement calls for an estimated maximum of 30 in-house beds and 25 home confinement placements, with home confinement services applicable within a 120-mile radius of the facility located within Harrisburg city limits. The RFI requests vendor responses addressing 11 substantive questions covering operational experience, local ordinances and restrictions, zoning issues, transportation availability, job placement capacity, state and local regulations, restrictions on inmate housing types, environmental concerns, and general feasibility assessments. Interested vendors must submit responses in PDF format by September 25, 2026 at 2:00 p.m. EDT to jwoodley@bop.gov. Questions regarding the RFI must be submitted by September 10, 2026, with answers posted as amendments on SAM.gov by September 15, 2026. Responses should include company contact information, socio-economic classifications, Tax ID, and Unique Entity ID (UEI). The RFI explicitly states that responding does not guarantee inclusion in the subsequent acquisition process, and all response costs are the vendor's responsibility.
