U.S. Army Corps of Engineers-Savannah District Request for Information Cristex Drum Superfund Site - Electrokinetics Enhanced In Situ Chemical Oxidation, Oxford, Gransville County, North Carolina
This is a Request for Information (RFI) only, as part of market research, issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 10.001 (a) (2), Market Research - Policy. All interested parties should complete the form provided the link below.
The U.S. Army Corps of Engineers (USACE), Savannah District, is conducting additional market research to further identify potential parties capable of performing Electrokinetics Enhanced In Situ Chemical Oxidation at the Cristex Drum Superfund Site in Oxford, Gransville County, North Carolina.
Information: The Government has a need for a contractor with the knowledge, skills, and abilities to implement components of the remedy for the Cristex Drum Superfund Site located in Oxford, Granville County, North Carolina. Specifically, limited to implementation of Alternative Saturated Source Zone #3: Electrokinetics Enhanced In Situ Chemical Oxidation (EK-ISCO) of the Selected Remedy (i.e., Part 2, Phase 3) and groundwater monitoring following remedy implementation to evaluate the effectiveness of the remedy.
Site Description: The Cristex Drum Site is a former textile plant in a predominantly industrial, commercial, and undeveloped area with limited residential development. The property is located at 500 West Industry Drive, Oxford, North Carolina (NC) 27565. Site background can be found on the EPA’s Superfund Site, Cristex Drum Oxford, NC.
Remedial Strategy: The general remedial strategy at the Site is driven by the need to restore and protect the drinking water resource that exists under the Site. Therefore, the Selected Remedy is being completed in a stepwise approach that will allow EPA to mitigate more immediate site-specific threats while concurrently collecting additional characterization data. The Selected Remedy documented in the 2017 Record of Decision (ROD) found in paragraph 12 and 2022 Explanation of Significant Differences for the three contaminated media zones is the following:
• Unsaturated Zone (UZ): Soil Excavation (Alternative UZ #3) (not part of this RFI)
• Saturated Source Zone (SSZ): EK-ISCO with Enhanced In Situ Bioremediation (EISB) Biobarriers (Alternative SSZ #3) (included in this RFI) and
• Dilute Plume (DP): EISB Barriers (Alternative DP #2) (not part of this RFI)
The EPA issues RODs to explain which cleanup methods will be used at Superfund National Priorities List sites. EPA has two primary documents that it may use to identify changes to the remedies selected in RODs. EPA uses a ROD Amendment when it needs to make a fundamental change to the remedy. EPA publishes an Explanation of Significant Differences (ESD) for significant changes.
A copy of the ROD can be found on the website under “Cleanup Activities > What Has Been Done to Clean up the Site? > 2017”. The ESD can also be found on the website under “Site Documents & Data”.
