THIS REQUEST FOR INFORMATION (RFI), AS DEFINED IN FAR 15.201(e), IS SOLELY FOR INFORMATIONAL AND PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AS AN OBLIGATION OR COMMITMENT ON THE PART OF THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THIS ANNOUNCEMENT MAY OR MAY NOT TRANSLATE INTO AN ACTUAL PROCUREMENT(S). THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT. IN ACCORDANCE WITH FAR 15.201(e) RESPONSES TO THIS NOTICE ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE GOVERNMENT IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. RESPONDENTS ARE ADVISED THAT THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS RFI; ALL COSTS ASSOCIATED WITH RESPONDING TO THIS RFI WILL BE SOLELY AT THE RESPONDENTS EXPENSE.

Background: The Navy is issuing this RFI as a means of conducting market research to identify qualified responsible Industry Partners to satisfy current and future product support, integrated logistics support, and installation requirements for Undersea Warfare (USW) Combat Systems. The services include development and maintenance of logistics products, training, installation, and life-cycle sustainment for United States (US) and Foreign Military Sales (FMS) platforms. These efforts support the USW mission on Ticonderoga class cruisers (CG-47), Arleigh Burke Destroyers (DDG-51), Littoral Combat Ships (LCS), Frigates (FFG(X)), Zumwalt Destroyers (DDG-1000), and FMS platforms.

INFORMATION SOUGHT

The Navy would like Industry perspectives on satisfaction of USW requirements. Specifically, the Navy requests expressions of interest and/or capability statements containing information on the company’s capabilities to provide product support, integrated logistics support, and installation support for USW, along with any previous experiences providing similar support.

Please complete the questionnaire on the following page and submit with any additional written questions by e-mail to the U.S. Government POCs: Ms. Stephanie Little, stephanie.little@navy.mil and Mr. Joshua Tuxhorn, joshua.tuxhorn@navy.mil. Verbal questions will NOT be accepted. Responses are requested by 12 p.m. eastern daylight savings time, 02 July 2020.

MARKET SURVEY QUESTIONNAIRE FOR UNDERSEA WARFARE COMBAT SYSTEMS PRODUCT SUPPORT

Instructions: This survey questionnaire is not a procurement action and is simply an inquiry for interest. There will be no compensation by the Government for your response to this questionnaire. Please reference the survey question number with each response.

1. Identify your current Business Structure:

a. Name of company – include a contact person's name, technical person’s name, company address, telephone number, email address, CAGE code or Duns Number.

b. Company size – verify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone Concern, Veteran-Owned Small Business, or Service-Disabled Small Business.

c. Identify whether you are interested in the acquisition as a prime contractor or subcontractor.

d. If a Small Business Manufacturer, provide information as to how you or your joint venture intends to be in compliance with FAR Clause 52.219-14, Limitations on Subcontracting.

e. Describe your parent company and subsidiaries (if applicable) – include corporate evolution, fiscal stability and other relevant factors.

f. If your organization does not have adequate resources (technical, manufacturing, personnel, etc.) available, identify what type of sub-tier vendors or subcontractors your organization would partner with and the time frame for creating any business relationship.

2. Identify your organization’s facilities, equipment, success stories, unique capabilities, environmental concerns, customer service/satisfaction, storage, shipping, and receiving for supporting and updating Navy combat systems.

3. Identify your organization’s current and previous experiences with similar product supportability efforts. Your answer should address the following:

a. Contract number

b. What Government and commercial contracts/items/production lines and period of performance?

c. Whether or not the contracts have been satisfied?

d. Who are the Customers and what are the quantities produced?

e. What was the maximum amount of engineering support to include software releases, root cause investigation, and on site engineering support in a one year period?

4. Identify current system engineering and technical processes, critical skills and equipment, quality control practices/systems and how they relate to supporting Navy programs.

5. Identify current engineering capabilities to meet the support requirements for Navy programs. Your answers should address the following:

a. What capabilities would be subcontracted?

i. If you intend to leverage the current Industrial Base, please detail your experience in managing multiple vendors/schedules/products of similar complexity.

ii. If you intend to establish a new Industrial Base, please detail similar efforts of complexity with associated challenges/successes.

b. What are your organization’s historical experiences with process or component outsourcing?

6. Identify your organization's quality system and your organization's contractor's quality philosophy. Your answer should include any information regarding ISO/IEC, EIA, or IEEE. Furthermore, identify your organization's experience in weapon systems technology and MIL STD compliance. If your responses include capabilities being subcontracted, identify and detail your organization's system for flow down of quality requirements to subcontractors as well as to vendors.

7. Survey to include an outline of the contractor’s Safety Program Plan.

8. Survey to include an outline of the contractor’s Configuration Management Plan.

9. Survey to include an outline of the company’s Quality Plan.
