About this file
This is a Request for Information (RFI) issued by the Department of the Air Force Space Command Space and Missile Systems Center seeking industry input on space-based wide field of view (WFOV) electro-optical (EO) sensors for space domain awareness. The government is specifically interested in sensors capable of detecting resident space objects at 14.5 visual magnitude, with a special preference for sensors detecting objects at 16+ visual magnitude at a 60-degree solar exclusion angle. Key technical requirements include the ability to search a 40-degree right ascension by +/- 15-degree declination solid angle in 30 minutes or less from an ESPA-class bus.
The RFI emphasizes seeking small business responses and focuses on sensors with recent (5-year) demonstrated success, low to moderate cost, and rapid 2-year build/production cycles. The government is particularly interested in high Technology Readiness Level (TRL) products, re-use opportunities, and solutions that present acceptable programmatic and technical risk. While this is a market research effort and additional research may or may not be conducted, the document signals potential future solicitation for space domain awareness sensor technology with specific performance parameters.

1. Background Space Systems Command (SSC) Space Reconnaissance and Surveillance Branch (SYD 89/SYZ) is developing a future geo-based surveillance architecture to support near-term acquisition decisions for a surveillance constellation comprised of free flyer Space Vehicles (SVs) with an EO payload(s) capable of wide-area volume search and tasked collections on priority objects. The intent is for the surveillance constellation to be complimentary to the reconnaissance constellation (i.e., RG-XX). The primary objective of this proliferated constellation will be to autonomously search for, detect, and revisit Resident Space Objects (RSO's) in and around the Geosynchronous Equatorial Orbit (GEO)-belt. The SVs will operate within an existing ground platform, architecture, and operational unit that currently supports Command and Control (C2), planning, and data distribution functions to established databases and end users. The data collected from this RFI will allow the Government to assess capabilities and determine a pool of vendors that may compete for a study, design and/or sensor build leading to an acquisition decision for readiness for existing, modified design, in development, or new concepts related an EO WFOV sensor to support the future surveillance architecture. This RFI is only seeking information related to EO WFOV sensors. Do not submit system solutions or data processing capabilities that may or may not improve performance of the sensor(s) submitted.
This RFI is issued solely for information and planning purposes (i.e., market research). This RFI does not constitute a solicitation (Request for Proposal (RFP) or Request for Quotations (RFQ)) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Furthermore, the Government is not at this time seeking proposals and will not accept any unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets shall be clearly identified.
2. Description This RFI is for SSC/SYD 89-SYZ. Additional market research may or may not be conducted. Responses from small businesses are encouraged. This RFI is focused on surveying industry space-based, WFOV optical capability. The Government is interested in sensors capable of detecting resident space objects at 14.5 visual magnitude with special interest in sensors capable of detection at 16+ visual magnitude at a solar exclusion angle of 60 degrees from sensor boresight. The Government is especially interested in sensors that are capable of searching a solid angle 40 degrees in right ascension by +/- 15 degrees declination in 30 minutes or less from an ESPA-class bus to conduct wide-area volume search. Recent (≤5 years), relevant demonstrated success with low/moderate cost, build/production (≤2 (preferred) year sensor builds) of sensors performing the mission described in Section 3.II & 3.III below is desired, which may include development that is underway, modified existing design, or already fielded. High Technology Readiness Level (TRL) products and services, as well as re-use opportunities are of interest. “Low/moderate-cost” and “rapid” production must result in acceptable programmatic and technical risk to the Government.
3. Requested Information The RFI responses must include the following:
