About this file
This is a Request for Information (RFI) from the Federal Bureau of Prisons (BOP), a component of the U.S. Department of Justice, concerning potential expansion of reentry services across the Western Sector. The RFI seeks market research input on the feasibility of delivering Residential Reentry Center (RRC) services, Home Confinement (HC) services, and Day Reporting Center (DRC) services at ten locations: Dallas, Fort Worth, and Houston (Texas); Little Rock (Arkansas); San Bernardino, Victorville, Sacramento, and Bakersfield (California); Eugene (Oregon); and Lubbock (Texas) for DRC/HC placements. Projected capacity requirements range from 15 to 120 in-house RRC placements per location with 5 to 100 home confinement placements, with home confinement service radii extending from 100 to 200 miles depending on location. Future solicitations are anticipated as Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Unit Price contracts with a guaranteed minimum for the Base Year and estimated maximum placements. Services will address both male and female offenders.
Responses are due by March 20, 2026 (2:00 PM ET) in PDF format via email to Senior Contracting Officers Tana Jankowiak (tjankowiak@bop.gov) and Laurence Faytaren (LFaytaren@bop.gov). Inquiries must be submitted by February 27, 2026, with answers posted by March 13, 2026 on SAM.gov. The RFI requires submission of a capability statement, completed questionnaire with organizational and socioeconomic information, and feedback addressing eleven specific questions regarding experience with RRC and home confinement services, state/local ordinances, community support, site location feasibility, zoning issues, transportation availability, employment opportunities, applicable regulations, restrictions on inmate types, environmental concerns, and additional recommendations. The RFI explicitly disclaims any commitment to issue a future solicitation or reimburse response costs, and responses do not guarantee participation in subsequent acquisitions.
