About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Prisons, an agency within the U.S. Department of Justice, to assess market capability for an upcoming solicitation for residential reentry center services in Palm Beach County, Florida.
The anticipated solicitation will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with tiered pricing and will include three separate line items: Residential Reentry Center (RRC) services with in-house beds, Home Confinement services, and Day Reporting Center services. The government intends to award RRC and Home Confinement services to a single provider, with contractors bidding on both line items required for RRC/HC services. Day Reporting services may be bid separately. The government's preference is to award RRC and HC services over Day Reporting Center services. Requirements include an estimated maximum of 30 in-house beds (combination of males/females), an estimated maximum of 26 home confinement placements, and an estimated maximum of 30 day reporting center placements, with a required capability to accept sex offenders in-house. Home Confinement and Day Reporting services must be available within a 100-mile radius of the facility. Responses to the RFI must be submitted by November 6, 2026, at 2:00 p.m. EDT to Victor Crump, Contracting Officer, at vcrump@bop.gov. Questions regarding the RFI must be submitted by October 22, 2026, with answers posted on SAM.gov by October 27, 2026. Respondents should provide company information including point of contact, socio-economic status, Tax ID, and Unique Entity ID, and address eleven specific questions regarding experience with RRC and home confinement services, local zoning and ordinance restrictions, community support, location feasibility, transportation availability, job placement capabilities, applicable regulations, environmental concerns, and other relevant considerations.
