About this file

This is a Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP), an agency within the Department of Justice, regarding an anticipated upcoming solicitation for Residential Reentry Center (RRC) and Home Confinement (HC) services in the Hampton Roads, Virginia Metro Area.

The RFI seeks to determine if qualified sources exist to meet the requirements of a future IDIQ contract. The geographic scope encompasses the cities of Virginia Beach, Norfolk, Chesapeake, Newport News, Hampton, Portsmouth, Suffolk, Poquoson, and Williamsburg, with home confinement services extending within a 100-mile radius of the facility. The anticipated requirement includes a maximum of 116 in-house placements and 75 home confinement placements for both male and female offenders. The BOP anticipates awarding a single procurement requiring the successful offeror to provide all RRC and home confinement services. Questions regarding this RFI must be submitted by April 27, 2026, to r16brown@bop.gov, with responses due no later than 2:00 p.m. EDT on May 13, 2026, in PDF format. The RFI requests information on vendor experience with RRC and home confinement monitoring, state and local ordinances or restrictions, community support and opposition, site location feasibility, zoning issues, transportation availability, employment placement prospects, applicable laws and regulations, housing restrictions for specific inmate types, environmental concerns, and any additional relevant comments. Responders should include company contact information, socioeconomic status, Tax ID, and DUNS number. The document emphasizes that responding to this RFI does not guarantee inclusion in the future acquisition process, does not commit the government to contract, and that all response costs are the interested party's responsibility.
