About this file
This is a Request for Information (RFI) issued by the Drug Enforcement Administration (DEA) seeking market intelligence on advanced robotic vehicles for law enforcement usage. The DEA is exploring robotic vehicle solutions that can navigate complex environments including paved streets, off-road terrain, stairs, and confined spaces, specifically for high-risk operational scenarios such as barricade situations, hazardous warrant executions, explosive ordinance disposal, hazardous material incidents, search and rescue operations, and tactical scenarios involving armed suspects.
The RFI requests comprehensive vendor responses covering vendor information, product capabilities, support and training, and pricing details. Specific areas of interest include vehicle dimensions, mobility, control systems, payload accessories (manipulator arms, camera systems, sensors), durability, environmental ratings, interoperability, deployment processes, training programs, and maintenance services. Vendors must submit electronic responses through SAM.gov to Ryan.F.Burke@dea.gov and Michael.S.Eyes@dea.gov by the RFI closing date, with the subject line "Advanced Robotic Vehicles_15DDHQ26N00000001". Responses should be PDF or protected Word/Excel documents, with proprietary information clearly marked, understanding that all documents may be subject to public records laws.

REQUEST FOR INFORMATION (RFI) – Advanced Robotic Vehicles for Law
Enforcement Usage
DISCLAIMER: This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes and does not constitute a
Request for Proposal (RFP), a solicitation for proposals, abstracts, or quotations, or a promise to issue an RFP in the future. This request does not commit the Drug Enforcement Administration (DEA) to contract for any supply or service whatsoever. The DEA will not reimburse respondents for any costs associated with the information submitted.
1.0 Introduction and Purpose
The DEA is exploring the market for advanced robotic vehicles to enhance our operational capabilities in high-risk scenarios, such as barricade scenarios, hazardous warrant executions, explosive ordinance disposal (EOD), hazardous material incidents, search and rescue operations, and other tactical situations involving armed suspects.
The purpose of this RFI is to gather information from the market place on currently available products and emerging technologies, capabilities, pricing, and best practices related to robotic systems. This information will inform our decisions on potential future procurements and project scope.
2.0 Background
The DEA is currently interested in solutions that can navigate complex and varied environments, including paved streets, off-road terrain, stairs, and confined spaces.
3.0 Requested Information
Interested vendors are requested to provide a comprehensive response addressing the following areas:
3.1 Vendor Information
• Company name, address, website, UEI Number, business Size and primary
Point of Contact (POC) (name, title, email, phone number).
RFBurke Highlight
• Years in business and relevant experience in providing robotic solutions to law enforcement or military agencies.
• Any applicable government contract numbers (e.g., GSA schedule) or certifications (e.g., FedRAMP).
3.2 Product Capabilities and Specifications
• Vehicle Description: Provide a detailed description of the robotic vehicle(s) offered, including physical dimensions (length, width, height, weight), power source, and operational runtime.
• Mobility: Describe the robot's ability to navigate various terrains, climb stairs, and overcome obstacles.
• Control System: Describe the remote-control system, including range, latency, and available control methods (e.g., handheld controller, laptop, teleoperation, autonomous waypoint navigation).
• Payloads and Accessories: Detail available modular payloads and accessories, such as:
o Manipulator arm capabilities (lifting capacity, degrees of freedom, gripper types, etc.).
o Gas deployment system (if available) o Armor configuration (if available) o Camera systems (high-definition, thermal, low-light, zoom, pan/tilt capabilities, IR/LED lights, etc.).
o Communication systems (two-way audio, microphones/speakers, data transmission, tether options, etc.).
o Sensors (CBRN, LiDAR, acoustic, motion, etc.).
o Non-lethal or breaching accessories (if applicable).
• Durability and Environmental Rating: Provide information on the system's ruggedness, weather resistance, and operational limits (temperature, shock, vibration).
• Interoperability: Describe how the system integrates with existing law enforcement technologies and software.
3.3 Support and Training
• Deployment/Implementation: Outline the typical deployment and integration process.
• Training: Describe the initial training programs available for operators and maintenance personnel. Indicate if there is ongoing, or more advanced training available after initial training.
• Service and Maintenance: Provide details on available warranty, maintenance, and repair services.
3.4 Pricing Information (for planning purposes only)
• Provide a general Rough-order-of-Magnitude (ROM) for the base model, common accessories, and support packages. This is for market research only and does not commit the DEA to any purchase.
4.0 Submission Instructions
• Responses shall be submitted electronically through SAM.gov to
Ryan.F.Burke@dea.gov; CC Michael.S.Eyes@dea.gov) by RFI closing date and time.
• SUBJECT HEAD ON EMAIL SUBMISSION SHOULD READ: Advanced Robotic
Vehicles_15DDHQ26N00000001
• Responses should be formatted as a PDF or protected Word or Excel document.
• Proprietary information should be clearly marked, but respondents are strongly discouraged from submitting sensitive information unnecessarily, as all documents may be subject to public records laws.
5.0 Next Steps
The information gathered will be evaluated to inform potential future procurement strategies. Responding to this RFI is not a mandatory requirement for participating in any subsequent solicitations.
