About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP), an agency of the Department of Justice, seeking input on the feasibility of providing Residential Reentry Center (RRC) and Home Confinement (HC) services in Pawtucket, Rhode Island. The RFI is preliminary in nature and does not constitute a formal solicitation or guarantee of future contract award. The anticipated procurement will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with tiered pricing and will require a single contractor to provide all services. The requirement encompasses an estimated maximum of 20 in-house placements (18 male and 2 female) and 8 home confinement placements, with the home confinement radius extending within 100 miles of the RRC facility.
Responses to the RFI must be submitted in PDF format by 2:00 p.m. EDT on May 18, 2026, to Joseph Woodley (jwoodley@bop.gov) and Laurence Faytaren (lfaytaren@bop.gov). Questions regarding the RFI must be submitted by May 1, 2026, with answers posted on SAM.gov by May 8, 2026. The RFI includes 11 substantive questions addressing contractor experience with RRC and home confinement services, state and local regulatory restrictions, community support and opposition, facility location feasibility, zoning issues, transportation availability, job placement capability within 30 days, applicable laws and regulations, restrictions on inmate types, environmental concerns, and additional relevant comments. Responders must complete a questionnaire providing organizational information, corporate details, TIN and DUNS numbers, point of contact information, socio-economic category, NAICS codes, and a brief summary of company capabilities. Responses to the RFI do not automatically qualify parties for participation in any future formal solicitation.
