About this file

This is a Request for Information (RFI) issued by the United States Space Force Space Systems Command (SSC) on 18 September 2026 regarding market research for a System Integrator (SI) contractor to support the Enterprise Management & Control (EM&C) program.

The RFI seeks industry partners capable of performing system integration functions for the EM&C program, which modernizes and automates satellite communications (SATCOM) resource allocation across Combat Forces Command, United States Space Command, Combined Space Operations Command, System Delta 88 Tactical SATCOM, and Combatant Commands. The program has developed 15 operational microservices deployed to Microsoft Azure Impact Level 6 on SIPRNet, including on-orbit watchlist tracking, SATCOM access authorization portal, electromagnetic interference event management, global viewer visualization, spectral analysis tools, terminal and service provider registries, and mission workup planners for wideband, narrowband, and protected bands. The SI contractor must plan and execute integrations with external programs and data repositories including the Joint Management Tool, Unified Data Library, and various mission management systems. Critically, the SI must maintain organizational independence from designated Development Contractors and System Engineering & Integration Contractors to avoid conflicts of interest, functioning solely as the technical integrator and operational execution engine responsible for program increment planning, deployment automation, release orchestration, and enterprise-level testing and evaluation.

Interested companies must submit a capabilities white paper not exceeding five pages addressing relevant experience with complex systems software integration (particularly DoW SATCOM), DevSecOps toolchains and government software factories, enterprise-level system integration and user acceptance testing, clearance levels, classified environment experience, company size standard, CAGE Code, UEID, and P1 Solutions Marketplace readiness. Submissions are due by 2 October 2026 at 17:00 PDT via email to designated government contacts. Down-selected companies will be invited to one-on-one sessions during Space Industry Days on 21–22 October 2026. The anticipated contract period consists of a 12-month base period and four 12-month option periods, awarded through a Commercial Solutions Opening on Platform One Solutions Marketplace. Support contractors from The Aerospace Corporation, Emolbi LLC, Booz Allen Hamilton, Timonier Systems LLC, and KBR, Inc. will assist in reviewing responses, which must be submitted as unclassified documents with proprietary information clearly marked.

MEMORANDUM FOR RECORD / ALL INTERESTED INDUSTRY PARTNERS

FROM: SSC/CGK

483 N. Aviation Blvd.

El Segundo, CA 90245

SUBJECT: Request for Information (RFI) - Enterprise Management & Control (EM&C)

System Integrator Requirement

References: (a) U.S.C. § 3458, Commercial Solutions Opening (CSO)

(b) DFARS Subpart 212.70, Defense Commercial Solutions Opening

(c) 10 U.S.C. § 4021 / § 4022, Other Transaction (OT) Authority

(d) RFO 15.101(c), Early Exchanges with Industry

(e) Enterprise Satellite Communications Management and Control (ESC-MC)

Reference Architecture (RA) and Implementation Plan (I-Plan)

1. In accordance with references (a) through (e), the United States Government (USG), Space Systems Command (SSC), and Tactical SATCOM Division (SSC/TX), in coordination with the Directorate of Contracting (SSC/CGK), is conducting market research to identify industry partners capable of performing System Integrator (SI) functions or activities in support of the Enterprise Management & Control (EM&C) program. The USG intends to solicit and negotiate a contract or agreement with the contractor that provides the most technically acceptable solution to the USG under the current Commercial Solutions Opening (CSO) on the Platform One Solutions Marketplace (P1SM). If interested in pursuing this opportunity, please submit a video to P1SM no later than end of October 2026 to allow time for your submission to be assessed in accordance with the competitive procedures of P1SM. The anticipated period of performance for the resultant award will consist of a 12‑month base period and four 12‑month option periods.

2. Program Overview & Architectural Context: The EM&C program, managed within SSC/ TXM, modernizes, synchronizes, and automates the allocation of Satellite Communications (SATCOM) resources, enhances real-time situational awareness, and integrates enterprise data management across Combat Forces Command (CFC), United States Space Command (USSPACECOM), Combined Space Operations Command (CSpOC), System Delta 88 Tactical SATCOM (SYD 88/TX), and the Combatant Commands.

a. Operational Microservice Baseline: The EM&C program has developed multiple products, deployed to a Microsoft Azure Impact Level 6 (IL-6) staging and production environment on SIPRNet, with the number of products continuing to increase with program maturity. These microservices include:

(1) On-Orbit Watchlist: Tracks proximity of objects affecting geosynchronous satellites and generates user-configured alerts.

(2) SATCOM Access Authorization (SAA) Portal: Filterable and searchable database for wideband, narrowband, and protected band SAAs.

(3) Electromagnetic Interference Event Messenger (EEM) Browser: Tracks, sorts, and visualizes EMI events in Global and Detail views.

(4) Global Viewer: 2D/3D visualization of satellite constellations, orbits, and EMI geolocations.

(5) Spectral Viewer Utility: Visualizes transponder-pair spectral data with zoom and time-lapse playbacks.

(6) Terminal Registry: Authoritative source of truth for SATCOM terminal configurations and device-level technical parameters.

(7) Service Provider Registry: Characterizes SATCOM service provider profiles, service catalogs, and contract inventories.

(8) Wideband Mission Workup: Automated workflow planning manager integrating with the Common Network Planning System (CNPS) across Cross-Domain Solutions (CDS).

(9) Narrowband Mission Workup: Automated workflow planning manager integrating with the Narrowband planning tools such as IW, JIMNI, MUOS, etc.

(10) Protected Mission Workup: Automated workflow planning manager integrating with the Protected planning tools such as MPSEE.

(11) Alerts Manager: Consolidates heterogeneous operational alerts into a common operating environment.

(12) Commander Services: Visualizes Operational Capability (OPSCAP) and System Capability (SYSCAP) statuses across the enterprise

(13) Entity Folders: Allows for users to group assets such as satellites and terminals into folders based on their operational needs and monitor their syscap/opscap.

(14) EEM Workup: Enables SIOD to track EMI workflow from initial report to resolution and push the result to EEM Browser for viewing by SATCOM Community users.

(15) Spectral Eye: Allows users to view spectral data to help identify anomalies and effects such as EMI that might be impacting SATCOM.

b. External Interoperability: The SI is responsible for planning, executing, and validating integrations between the EM&C platform and external programs/data repositories, including the Joint Management Tool (JMT), Unified Data Library (UDL), EMS Beskar, Blitzar, Protected and Tactical Systems (PATS) Mission Management System, and external commercial/government off-the-shelf software (COTS/GOTS).

c. Role Demarcation & Organizational Independence: The SI contractor will not author core application code or dictate enterprise reference architecture. Core application code is developed by designated Development Contractors (DEV), while the architectural roadmap and governance are established by System Engineering & Integration Contractors (SE&I). The SI operates as the technical integrator and operational execution engine thereby, driving Program Increment (PI) planning, deployment automation, release orchestration, and enterprise-level test and evaluation (T&E). The SI must remain strictly independent of core software developers to eliminate any Organizational Conflict of Interest (OCI).

3. RFI Questions and Prompts: The USG requests that interested industry partners submit a capabilities white paper not exceeding five pages addressing these focus areas and questions as detailed:
