Summary of RFI for Modular Open Storage Facility

This Request for Information (RFI) is issued by the Department of the Army to solicit information and capabilities from potential sources regarding the procurement of a modular, open storage room designed for secure storage of classified materials. The storage facility must comply with Army Regulation (AR) 380-5 requirements for classified material storage. This is a pre-solicitation activity (Solicitation Number WF1AA1GR01) intended to gather market intelligence on available solutions before issuing a formal solicitation.

The RFI seeks to identify vendors capable of providing a modular storage solution that meets military security standards for classified document and material storage. Interested vendors should demonstrate their technical capabilities, experience with secure storage systems, and understanding of AR 380-5 compliance requirements. As a pre-solicitation RFI, this activity does not constitute a binding commitment to purchase, but rather serves to inform the government's acquisition strategy and requirements development for the subsequent formal solicitation. Potential offerors are encouraged to submit their capabilities and relevant experience information in response to this RFI to position themselves for future competitive opportunities.

1. INTRODUCTION

This RFI is issued to solicit information and capabilities from potential sources for the procurement of a modular, open storage room designed for the secure storage of classified materials. The storage room must comply with the requirements outlined in Army Regulation (AR) 380-5.

DISCLAIMER

THIS REQUEST FOR INFORMATION IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.

2. BACKGROUND

The Tobyhanna Army Depot has a potential requirement for a turn-key procurement, delivery, and installation of a modular room for the secure, open storage and handling of classified equipment and information. The purpose of the open storage room is to provide a secure environment for the repair and testing of Line Replaceable Units up to the Secret classification level. The storage room must meet the physical security and construction standards for open storage areas as specified in AR 380-5 and be approximately 25 feet wide, 50 feet long, and 15 feet tall.

3. SCOPE OF INFORMATION REQUESTED

We are seeking information on commercially available modular room systems that meet the following requirements. Please provide detailed responses to the following:

3.1 MODULAR ROOM SPECIFICATIONS

· Design: Specify the modularity, flexibility, and scalability of the available designs.

· Construction Material Composition: Detail the construction materials available for the walls, floor, and ceiling in the context of permanence and its resistance to (and evidence of) unauthorized entry.

· Attachment to Permanent Structures: Explain the methodology and construction materials for attaching the modular room to the existing depot infrastructure to ensure full extension from true floor to true ceiling.

· Construction Material Strength: Specify the strength of the ceiling and wall materials and how their equivalency in strength will be ensured.

· Doors: Detail the locks for access doors and how they comply with Federal Specification FF-L-2740. Provide information on how the access doors connect with the modular structure and are non-removable.

· Windows: Specify window options, how they would be integrated into the structure, protected from forced entry, made inoperable, and covered by an Intrusion Detection System (IDS).

· Utility Openings: Provide information on the dimensions of utility openings and how any openings larger than 96 square inches (or with any dimensions over 6 inches) are hardened in accordance with MIL-HDBK 1013/1A.

· HVAC: Describe available Heating, Ventilation, and Air Conditioning systems with humidity control, and how they are integrated while maintaining the security boundary.

3.2 PHYSICAL SECURITY SYSTEMS

· Intrusion Detection System (IDS): Specify the installation process and how it complies with AR 380-5, Section III, with sensors on all access points and motion detection within the room. Specify the subcomponents and how they comply with UL listings (e.g., UL 2050) or equivalents. Describe how the system allows for proper response times.

· Automated Entry Control System (AECS): Detail the options for the entry control system (e.g., key cards, PIN, biometric verification, etc.). Specify if the AECS operates stand-alone / air-gapped or requires network connectivity to base infrastructure.

· Backup power system: Specify the available emergency power backup for the IDS and AECS, and electrical requirements for the backup power system.

3.3 ADDITIONAL REQUIREMENTS

· Containers: List GSA standard-compliant security containers and locks available for use inside the structure.

· Workstations & ESD Compliance: List available benches and tables for the repair and testing of electronic assemblies.

· Electrostatic Discharge: Specify if the available flooring and workstations are Electrostatic Discharge (ESD) safe.

· Installation Services and Security Compliance: Detail installation services offered, including site preparation, setup, and providing compliance certifications for AR 380-5.

· Shipping: Specify shipping details, estimated costs, and timelines.
