BACKGROUND

The Tobyhanna Army Depot has a potential requirement to procure a mobile crane with a minimum 100-ton capacity and 150-ft boom to handle and maneuver large C4ISR systems & assemblies efficiently and safely. The crane should be suitable for outdoor use, with a focus on mobility, precision, user-friendly interface, operator programmable electronic controllers, and safety.

SCOPE OF INFORMATION REQUESTED

We are seeking information on commercially available mobile crane systems that meet the following minimum requirements. Please provide detailed responses to the following:

1. MOBILE CRANE SYSTEM

Crane Specifications:

• Weight Capacity: Minimum load capacity of 100 US tons.

• Weights & Dimensions: The mobile crane shall not exceed a gross vehicle weight of

130,000 lbs, including axle loads. The stowed travel dimensions shall not exceed 14 ft in height, 12 ft in width, and 50 ft in length. The crane shall steer in a four-wheel mode with a maximum outside turning radius of 26 ft.

• Engine & Emissions: Powered by a Tier 4F diesel engine or latest EPA compliant configuration with at least 275 hp, complying with all current federal and state environmental emissions standards. There shall be an engine protection system to protect from engine coolant overheating. Engine shall have an ECO mode feature or similar feature to control engine Rounds Per Minute (RPM) to lower noise and reduce fuel consumption.

• Hydraulic System: The mobile crane hydraulic system shall have the following features as a minimum:

o The hydraulic system shall have a relief valve to protect the system from overload.

o The hydraulic system shall have a filter on the intake side of the pump to prevent foreign matter from entering the hydraulic system.

• Boom: Maximum extension capability of at least 150 ft and a minimum stowed length not exceeding 40 ft. Must be capable of elevation angles ranging from -3 to +80 degrees as a minimum (It is understood that these angle extents will not appropriate for every crane situation).

• Electrical System: The electrical system shall be 24 VDC, complete with two 12-volt maintenance free batteries:

o All power and control circuits shall be fuse protected.

o All wiring shall be color coded for ease of service.

• Method of Mobility: Wheeled mobility system engineered for operation on rough terrain.

• Crane Control System: The crane shall have a crane control system with the following features as a minimum:

o Rated Capacity Limiter (RCL) for load moment.

o Anti-two block system with an audio and visual warning and control lever lockout.

o Display showing boom angle, boom length, load radius, boom tip height, maximum permissible load, actual load, warning of impending two-block condition.

o Work area definition system or similar system to allow the operator to pre-select and define safe working areas such that if the crane approaches the pre-set limit an audio and visual warning is indicated to avoid hazards and obstructions.

• Lifting Hooks: The mobile crane must be equipped with a 12 US ton single line headache ball with a top swivel, single hook with a safety latch (round). It must be equipped with a 90 US ton, five sheave hook block with a single, swivel hook with safety latch.

• Transmission/Travel: The mobile crane shall employ an automatic transmission with a minimum of 5 speed forward and 5 speed reverse. The mobile crane shall be equipped with lever directional control and capable of a minimum of 15 mph travel speed.

• Operator Controls: The mobile crane shall be equipped with a tilt/telescoping steering column such that it is adjustable for different operators. It shall be equipped with the necessary levers and controls such that the boom may be raised, lowered, extended and retracted and that lifting hook cable may be paid out or reeled in to raise and lower hook.

The crane shall also have controls for extending and retracting and retracting out riggers and lowering and raising outrigger leveling jacks. The outriggers shall have auto-leveling outrigger jacks. The crane shall also have a tilting cab to provide for ergonomics and operator comfort.

• Remote Connections: Permit complete physical and/or software disablement or removal of all remote monitoring and diagnostic capabilities.

• Steering: The mobile crane shall be equipped with power steering with four steering modes for maneuverability. The steering modes shall include front only, rear only, crab and coordinated, all of which are controlled through the steering wheel.
