About this file

This is a Request for Information (RFI) issued by the Mission & Installation Contracting Command (MICC) on behalf of the Army Sustainment Command (ASC) regarding food service operations at Fort Bragg, NC. The RFI is for market research purposes only and does not constitute a solicitation or commitment to award a contract. The Government is not accepting quotes, bids, or proposals at this time, and respondents should monitor sam.gov for any future formal solicitation.

The scope of work encompasses Full Food Service (FFS), Dining Facility Attendant (DFA) Services, Cook Support Services, and Remote Site & TDY Feeding Requirements across designated dining facilities. All contractor personnel must meet stringent security requirements, including HSPD-12/Tier 1 background investigations with favorably adjudicated status for Common Access Card (CAC) eligibility, and an active SECRET security clearance prior to work commencement. The Government will not sponsor interim clearances. TDY-deployed personnel must comply with the same qualification, certification, security, and dining facility training standards as primary installation personnel.

The RFI seeks industry feedback across four key areas: vendor pool capabilities for high-volume installation food services and specialized cook support; security compliance readiness regarding physical access control, background checks, CAC procedures, and pre-start SECRET clearance requirements; operational feedback on transition lead times, risk factors, and contract structure; and socioeconomic alignment regarding availability of Small Businesses, 8(a) firms, Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Women-Owned Small Businesses (WOSBs), and HUBZone firms to inform set-aside determinations and teaming strategies. Specific questions address personnel vetting and onboarding timelines, Facility Security Officer (FSO) capabilities, subcontractor compliance oversight, transition risk factors, business classification under NAICS 722310, prime contractor capacity for small business set-asides, and subcontracting strategies for large businesses.
