About this file
This document is a Request for Information (RFI) issued by the Department of the Interior (DOI) to conduct market research for an enterprise data inventory solution. The DOI seeks commercial off-the-shelf (COTS) or Software as a Service (SaaS) solutions that can generate, manage, and catalog metadata compliant with the DCAT-US 3.0 schema, in alignment with the Open Government Data Act. The solution must support comprehensive data inventory requirements, including generating metadata records compatible with data.gov, creating unique persistent identifiers, providing access control, enabling collaborative workflows, automatically validating metadata, supporting advanced search capabilities, and integrating with enterprise systems.
The RFI requires software vendors to submit detailed responses by June 6, 2025, at 10:00 AM ET, including business and technical information. Responses must be electronic, submitted in Microsoft Word, and include specifics about the company, federal enterprise solutions customers, contract vehicles, and technical capabilities. The DOI plans to conduct an industry day following the RFI to present the project overview and potentially hold capability demonstrations. The solution must be FedRAMP compliant at the FISMA Moderate level, support data governance policies, and be configurable to accommodate future updates and track metadata changes for auditing purposes.

1 Data Catalog Vocabulary (DCAT) enables a publisher to describe datasets and data services in a catalog using a standard model and vocabulary that facilitates the consumption and aggregation of metadata from multiple catalogs. This can increase the discoverability of datasets and data services. It also makes it possible to have a decentralized approach to publishing data catalogs and makes federated search for datasets across catalogs in multiple sites possible using the same query mechanism and structure. Aggregated DCAT metadata can serve as a manifest file as part of the digital preservation process. DCAT-US3.0 is the latest version of the US-specific profile of DCAT standard.

Acquisition Information:
10. A list of Federal Enterprise Solutions customers that your company currently offers your solution.
11. A list of government-wide contract vehicles (e.g., General Services Administration Federal
Supply Schedule, National Aeronautics and Space Administration’s Solutions for Enterprise- Wide Procurement, etc.) that offer your company’s solution.
12. Describe potential merits for DOI to award an enterprise solution (e.g., increased discount rates, robust reporting, reduced administrative burdens, etc.)
13. Would your company’s solution be available for decentralized ordering? (i.e., DOI bureaus will issue orders on their own against Department-wide ordering vehicle such as a blanket purchase agreement or indefinite-delivery indefinite-quantity contract).
14. Would you offer your solution directly to Federal customers or would you offer only through resellers/distributors? If the latter, please provide a list of businesses that are authorized to offer the solution to Federal customers along with their UEI numbers.
15. Are you interested in participating in industry day and would you like to receive further information? If so, please provide points of contact that should receive the information, including the name(s), position title(s), phone number(s), and email address(es).
Technical Information:(please provide your response to the following – page limit 5 pages with optional additional pages for marketing brochures or graphics)
16. Describe your COTS or SaaS solution, including its architecture, key features, and functionalities.
17. Describe in detail, with examples where appropriate, how your COTS or SaaS solution meets each of the objectives and requirements listed below (Overview and Requirements).
18. Provide the FedRAMP status of your solution with the FedRAMP Package ID, e.g., Authorized, In-Progress, or Ready. If any of the above is not applicable, describe specific planning for the FedRAMP Authorization.
Response Submission Method:
All responses shall be in electronic format and emailed to AQD Contracting Officer (CO) Chiharu Bullock, chiharu_bullock@ibc.doi.gov AND AQD Contract Specialist (CS) Myles Veomett, myles_veomett@ibc.doi.gov. All responses must be received by the CO no later than [insert date], at 10:00 AM ET. Submission must be in Microsoft Word. The typed font shall be Times New Roman and no smaller than 12 points.
After responses are received, DOI intends to conduct an industry day consisting of presentation of the project overview by the DOI subject matter experts, followed by a questions and answer session for the industry participants to ask clarifying questions. DOI may hold another event at a later date for capability demonstrations for subject matter experts and acquisition officials from DOI and other federal agencies by vendors with capabilities that meet the requirements listed in the overview and requirements. The dates and specifics are being planned, and further information will be shared with interested parties.
Overview and Requirements: On January 15, 2025, OMB released guidance to agencies on implementation of the Open, Public, Electronic, and Necessary (OPEN) Government Data Act, also known as Title II of the Foundations for Evidence-Based Policymaking Act of 2018. This guidance, OMB Memorandum M-25-05, “Phase 2 Implementation of the Foundations for Evidence-Based Policymaking Act of 2018: Open Data Access and Management,” outlines a systematic approach to open data that will better facilitate data access, subject to appropriate safeguards for privacy, confidentiality, and security.
The guidance addresses requirements in the OPEN Government Data Act related to agency data being open by default, maintenance of agency comprehensive data inventories, dissemination of agency data via mailto:Chiharu_bullock@ibc.doi.gov mailto:myles_veomett@ibc.doi.gov the Federal Data Catalog, maintenance of agency open data plans, and agency engagement with the public.
OMB Memorandum M-25-05 guidance specifically requires that each federal agency’s comprehensive data inventory must conform to the standard metadata schema, the United States profile of the W3C Data Catalog Vocabulary Version 3, also known as the DCAT-US 3.0.
The DOI is conducting market research to determine industry’s capabilities to provide a proven COTS or SaaS enterprise data inventory solution that can assist users in generating and cataloging DCAT-US 3.0 valid metadata. The solutions must meet the following objectives and requirements.
