About this file
This is a Request for Information (RFI) issued by the Defense Threat Reduction Agency (DTRA), Office J4CN, with RFI Number DTRA-RFI-CSO-26-01. The RFI was posted on 1 April 2026 with a response due date of 21 April 2026. DTRA is seeking feedback from industry, academia, and other interested parties on two primary objectives: refinement of a draft Commercial Solutions Opening (CSO) framework document and market research regarding a potential inaugural Call focused on modernization of the Defense Stockpile Management System (DSMS). This is explicitly a market research RFI only and does not constitute a solicitation for proposals, abstracts, or quotations. No contract award will be made based on this RFI, and responding is entirely voluntary with no impact on future solicitation eligibility.
Part 1 of the RFI requests feedback on the draft CSO framework, specifically addressing clarity of the two-step evaluation process, accuracy of five technical topic areas, accessibility for commercial and non-traditional defense contractors, general recommendations for effectiveness, and concerns regarding competitive evaluation without a common performance work statement. Part 2 requests industry perspective on DSMS modernization strategy, including acquisition approach (end-to-end versus modular capabilities), commercial best practices for legacy system modernization, architectural approaches (cloud-native, microservices, modular open systems), innovative products and services for logistics/inventory management, data analytics, and user experience, transition and service continuity strategies, data migration challenges and strategies, security architecture considerations including systems rated above DoD Impact Level 6, and limitations or risks associated with Firm-Fixed-Price (FFP) or Fixed-Price-Incentive (FPIF) contract types. Responses must be submitted as white papers in Microsoft Word or PDF format, not exceeding 10 pages single-spaced in 12-point font, to Kieron Seignoret at kieron.i.seignoret.civ@mail.mil by 22 April 2026. Advisory and Assistance Services (A&AS) contractors including Tenacious Solutions LLC, Science Applications International Corporation (SAIC), and DEFTEC Corporation will support RFI review under Organizational Conflict of Interest Mitigation Plans and Non-Disclosure Agreements.

Request for Information (RFI) for Commercial Solutions Opening (CSO) Framework and Inaugural Call
RFI Number: DTRA-RFI-CSO-26-01 Agency: Defense Threat Reduction Agency (DTRA) Office: J4CN Posted Date: 1 April 2026 Response Due Date: 21 April 2026
1.0 DESCRIPTION
The Defense Threat Reduction Agency (DTRA) is seeking information from industry, academia, and other interested parties to refine a new Commercial Solutions Opening (CSO) framework and to gather input on a potential inaugural "Call" for proposals under this new vehicle.
The purpose of this Request for Information (RFI) is twofold:
1. To obtain feedback on the clarity, effectiveness, and accessibility of the attached Draft DTRA CSO framework document.
2. To conduct market research and solicit industry feedback regarding a potential first Call focused on the modernization of the Defense Stockpile Management System (DSMS).
This is an RFI only. This is not a solicitation for proposals, proposal abstracts, or quotations. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. Responding to this RFI is entirely voluntary and will not affect any entity's ability to respond to future solicitations.
Disclaimer Regarding Advisory and Assistance Services (A&AS) Contractors: Please be advised that the Government relies on the expertise of A&AS contractors to support the review of RFI submissions. These contractors include, but are not limited to, Tenacious Solutions LLC, Science Applications International Corporation (SAIC), and DEFTEC Corporation. All A&AS contractors providing support to DTRA are required to maintain an Organizational Conflict of Interest (OCI) Mitigation Plan and have signed legally binding Non-Disclosure Agreements (NDAs) that prevent the disclosure of any proprietary contractor information. If any contractor takes exception to the use of A&AS personnel to review their submittal, the entity must clearly note this exception on the first page of their response.
2.0 BACKGROUND
DTRA’s mission is to deter, prevent, and prevail against weapons of mass destruction (WMD) and emerging threats. To keep pace with the rapidly evolving threat landscape, DTRA is establishing a CSO under the authority of 10 U.S.C. § 3458 to accelerate the acquisition of innovative commercial items, technologies, and services. The attached Draft DTRA CSO provides the overarching framework for this new acquisition vehicle.
DTRA is considering issuing its first Call under this CSO to modernize the Defense Stockpile Management System (DSMS). DSMS is a critical legacy enterprise system responsible for the logistics, management, and data tracking of the U.S. nuclear stockpile. The goal of the modernization effort is to replace the current system with an innovative, secure, and user-friendly solution that improves data accuracy, enhances predictive analytics for maintenance, and streamlines overall stockpile management processes.
3.0 REQUESTED INFORMATION
Respondents are invited to provide feedback on the topics below. Please structure your response to address both Part 1 and Part 2.
Part 1: Feedback on the Draft DTRA CSO Framework (see attached document)
DTRA is requesting feedback on all aspects of the draft CSO, with a particular focus on the following questions:
1. Clarity and Process: Is the CSO's two-step evaluation process clear and well-defined? Are there any aspects of the proposed process that are ambiguous or could create confusion?
2. Areas of Interest (AOIs): Do the five technical topic areas accurately and clearly capture DTRA’s mission needs?
3. Accessibility: Does the CSO structure lower the barrier to entry for commercial and non-traditional defense contractors? Are there any elements that might discourage participation?
4. General Feedback: Are there any other recommendations to improve the overall effectiveness of this CSO and encourage robust participation from industry?
5. Are there any concerns with the competitive process, since evaluations won’t include a comparison of submissions against a common performance work statement?
Part 2: Feedback on a Potential First Call – Defense Stockpile Management System (DSMS) Modernization
DTRA is seeking industry's perspective on the best approach to modernize the Defense Stockpile Management System (DSMS), a large-scale, mission-critical legacy enterprise system. The objective is to develop a new system that is secure, resilient, and intuitive by leveraging modern software architectures and data science principles, while ensuring uninterrupted support to the nuclear security enterprise.
Please provide responses to the following questions:
1. Acquisition Strategy: What is the best way for DTRA to structure a CSO Call to solicit these capabilities? Should the Call seek a single, comprehensive "end-to-end" replacement solution, or should it focus on acquiring modular capabilities that can be integrated over time?
2. Modernization Strategy: What are the leading commercial best practices for modernizing a complex legacy enterprise system? What architectural approaches (e.g., cloud-native, microservices, modular open systems) would be best suited for a system managing sensitive logistical data?
3. Core Capabilities: What innovative commercial products, services, or integrated solutions exist that could address the following capability areas for stockpile management?
• Logistics and Inventory Management: Real-time asset tracking, predictive maintenance analytics, and supply chain optimization.
• Data Analytics and Reporting: Advanced analytics to support lifecycle decisions, automate reporting, and provide decision-quality insights.
• User Experience (UX): Modern, intuitive user interfaces designed to reduce training time, minimize data entry errors, and increase user adoption.
4. Transition and Service Continuity: What is your recommended strategy for ensuring the current DSMS remains fully operational while a new system is developed, tested, and integrated with essential Department of Defense (DoD) and Department of Energy (DoE) enterprise systems?
5. Data Migration: What are the most critical challenges and successful strategies for migrating decades of data from a legacy system to a modern platform while ensuring 100% data integrity, security, and availability?
6. Security Architecture and Cross-Domain Solutions:
• Are there any commercially available systems that are rated higher than DoD Impact Level (IL) 6 or that offer verifiable isolation capabilities suitable for a higher data sensitivity?
• Are there current DoD systems that could be more easily and cheaply utilized than the current independent legacy DSMS enterprise system?
• What modern data systems does the Department of Energy use to house its classified/controlled information (e.g., Restricted Data (RD), Formerly Restricted Data (FRD)), and could such a system be commercially applied within the DoD?
7. Contract Type: The CSO vehicle only utilizes Firm-Fixed-Price (FFP) or Fixed-Price- Incentive (FPIF) contract types. What limitations or risks for both industry and the
Government should be considered when applying these contract types to a large-scale commercial software modernization effort like DSMS?
