About this file

This document is a Request for Information (RFI) issued by the Department of the Air Force's Pacific Air Forces (PACAF) seeking a combat simulation software solution to support operational-level analysis. The key requirements include providing a complete, global, real-time, multi-domain combat simulation with the ability to model large-scale scenarios, adjust the simulation in real-time, enable data analysis and visualization, and interface with other modeling systems like STORM and AFSIM. The solution must be able to run at both unclassified and classified levels, have the necessary certifications, and be comparable to the Command Professional Edition License from Matrix Games, LLC. This RFI is for market research purposes only and does not constitute a solicitation or commitment from the government.

REQUEST FOR INFORMATION 29 August, 2024 We require simulation software to provide realistic, modern-day, global, real-time, head-to-head, air-to-air, air-to-ground, surface-to-air, over land and water, logistics and mobility combat simulation solution with the ability to adjust and modify the simulation on-site by the customer in support of PACAF operational-level analysis via a scalable simulation engine, flexible and customizable user interface with open-source database, supporting up to 5 players, meeting the following minimum requirements:

A) Provide a complete, global, war fighting model to include an editable, open-source database, from 1-vs.-1 tactical engagements all the way to theater-and global-wide conflict.

B) Needs to be able to run large scale stochastic scenario models including thousands of entities able to record all aspects of the engagement to enable simulation playback and follow-on analysis for up-to hundreds of thousands of individual runs enabling statistically significant analysis results.

a. Provide multi-sided, stochastic simulation of air, space, ground, and maritime.

b. Provide state of the art campaign level simulation.

c. Able to compete at the human vs. human level and human vs. machine level.

d. Able to compete one on one: up to five on five.

C) Shall be able to model all mobility missions and logistic concepts.

D) Allow for new concepts to be built and modeled.

E) Able to provide multiple potential outcomes.

F) Provide data analysis visualization and entity interaction data generation.

G) Provide real-time communication capabilities, including live player interaction to adjust the simulation in real-time.

H) Must enable the Government to modify systems, place classified values, or build future systems and see how Concept of Operations (CONOPS) support or disprove theories.

I) Able to accept human data input before and during the war gaming execution.

J) Able to import and export data files.

K) Able to provide detailed analysis of the players moves at the end of the war game.

L) Able to interface to other modeling systems (STORM, AFSIM).

a. Shall be capable of facilitating the automatic import of data from other models, such as STORM and AMP.

M) Must be able to model the Contested Environment.

N) Able to run on a local LAN or WAN.

O) Runs on common platforms (Microsoft OS, Linux, etc.).

P) Runs on GUI-driven interfaces.

Q) Runs at the UNCLASSIFIED and CLASSIFIED levels.

R) Have Certificate to Field (CTF) or Authority to Operate (ATO).

S) Must be certified or certifiable in accordance with (IAW) AFI 17-101 for use on standard desktop systems connected to the AF Network (AFNET) and AF SIPRNet.

The product’s capabilities must be comparable to or similar to Matrix Pro Sims’ Command Professional Edition License with Real-Time Messaging Protocol, from Matrix Games, LLC.
