The Government is interested in business concerns with experiences in the following:

1. Designing a cloud-based investment analysis platform built specifically around the workflows of asset managers and financial advisors to help position and market products, construct portfolios, analyze investments, and connect with investors.

2. Creating an advanced investment research platform that allows EBSA to integrate its in-house data with global investment data and conduct highly customized analysis as well as a platform that provides comprehensive and timely total net assets and flow data. The platform offers real-time data from global sources, including all major equity and commodity exchanges (such as NYSE, NASDAQ, JPX, London, CBEX).

3. Creating data sets of financial information (such as name of the investment, ticker, management fee, performance fees, load fees, net assets, dividend, price, price history, and historical performance) for a minimum of the following investment instruments: equities, bond funds, institutional mutual funds, retail mutual funds, closed-end funds, and exchange-traded funds (ETFs) and are accessible through data subscription.

4. Creating data sets that provide financial information (such as name of the investment, name of the company, CUSIP, maturity date, coupon rate, coupon frequency, fees, price, price history, historical performance, and ratings) for bonds and are accessible through data subscription.

5. Creating data sets that provide financial information (such as the name of the investment instrument, list of the underlying investments or strategies, management fee, performance fees, other fees, price, price history, and historical performance) for a minimum of the following investment instruments: pension portfolios, hedge funds and other alternative investments, separately managed accounts (SMAs) and collective investment funds (CIFs) and are accessible through data subscription.

6. Creating data sets that provide comprehensive information on fees for a range of investment classes, especially mutual funds, including: the fund’s ticker, inception date, net assets, net and gross expense ratio, management fees, 12b-1 fees, load fees, and share class and are accessible through data subscription.

7. Generating data subscriptions that support analysis of asset allocation, portfolios, lineups, and investment research. This analysis shall also include information on income statements, cash flows, and balance sheets.

8. Designing tools that allow the user to evaluate investments and portfolios at the individual financial instrument level and to support research with a searchable database. Designing tools that allow users to create highly customized fact sheets, reports, data sets, and spreadsheets, and allow users to download more than 1,000 records at once into a spreadsheet.

Business concerns are to submit a capability package. Responses should addresses the respondent’s knowledge, ability, and experience in areas that are helpful for providing the specific information outlined above via subscription. Areas or tasks where a contractor does not have prior experience or capability should be annotated as such. Contractors are responsible for all costs for submitting their capability packages. POC is Geopardi Bost, at Bost.Geopardi.G@dol.gov.

A draft PWS that includes the draft requirements to satisfy EBSA’s requirement is attached. Vendors are required to provide the following corporate information, if applicable:

1. Corporate size standard as determined by the Small Business Administration under NAICS 523930. Click here for determinations.
