About this file

The document is a Request for Information (RFI) issued by the City of Tampa's Purchasing Department for the Fresh Food Initiative, targeting improvements in fresh food access for residents in low-income areas of East Tampa and Sulphur Springs. The RFI seeks input from food-related businesses including corner stores, restaurants, mobile markets, and supermarkets, with responses due by February 17, 2025 at 2:00 PM. The city is specifically interested in gathering insights about expanding fresh produce and meat availability, understanding challenges faced by local businesses, and identifying potential strategies to increase food access. Responses will be submitted electronically through the OpenGov eProcurement Portal, and this RFI is intended to help the city develop a future Request for Proposal (RFP) for funding organizations.

The RFI solicits detailed information across multiple categories, including neighborhood corner stores, existing restaurants and farms, mobile markets, grocery stores, and community gardens. Respondents are asked to provide comprehensive details such as current customer base, product offerings, potential expansion challenges, intentions to accept SNAP and WIC payments, and proposed collaboration strategies. While pricing is not mandatory, approximate cost estimates are appreciated to help the city develop initial strategy and budgeting. The city serves approximately 80,000 residents in low-income, low-access areas who currently lack access to fresh and nutritious food within a half-mile of their homes, making this initiative crucial for addressing food insecurity and promoting healthy lifestyle options.

SECTION I. - GENERAL CONDITIONS FOR

1. SCOPE

The City of Tampa (“City”) is working to enhance our understanding of ways to improve access to fresh produce and meat for our residents in low-income areas within the City, specifically East Tampa and Sulphur Springs. The purpose of this RFI is to solicit input, gather insights, and identify best practices from food-related businesses, including but not limited to, neighborhood corner stores, restaurants, mobile markets, and supermarkets to inform our initiatives. Information from this RFI will help the City create a Request for Proposal (RFP) for funding organizations that increase fresh food access in East Tampa and Sulphur Springs.

2. BACKGROUND

The City has approximately 80,000 residents that live in low income, low access areas according to the Economic Research

Service of the United State Department of Agriculture (USDA) based on Census tracts. Residents in these areas do not have access to purchase fresh and nutritious food within a half of mile of their homes. Access to affordable, nutritious food is both essential to living a healthy lifestyle and is a basic human right. In effort to address these issues facing our community, the City aims to learn about successful businesses and initiatives currently tackling this issue. The City is seeking to invest in new initiatives or the expansion of existing programs from the greater Hillsborough area that have demonstrated success. Your input will help us develop a comprehensive plan to better meet the needs of our residents.
