State of Florida Department of Revenue

General Tax Administration Request for Information

Financial Institution Data Match

RFI – #23/24-32

1. Introduction/Statement of Need

The Florida Department of Revenue, General Tax Administration (GTA) Program is seeking information from vendors/contractors that have experience in the implementation of Financial Institution Data Match (FIDM) programs for state taxing agencies.

2. Background

The Department has the authority to freeze and garnish the bank accounts of Florida taxpayers who have active warrants issued against them. This action allows the recovery of tax dollars owed to the state.

The difficult part of this process is locating the taxpayer’s bank account(s). Although the Department has a vendor, some financial institutions do not participate since they do not meet the 50-million-dollar asset threshold as required by law. In those cases, the Department sends the garnishment letter to each individual bank or financial institution where the taxpayer might have an account by certified mail, fax, or email as directed by the financial institution(s). This process continues to be time consuming and expensive for the Department with varied results.

The Department is seeking a vendor that has proven experience in the establishment, implementation, and maintenance of direct relationships with financial institutions for the accurate matching of identified tax debtors with records of account holders at the financial institutions.

3. Location of Records

The tax records are located at:

Florida Department of Revenue General Tax Administration Program 2450 Shumard Oak Blvd.

Tallahassee Florida 32399
