About this file

This document is a Request for Information (RFI) issued by the Federal Bureau of Investigation (FBI) to gather information from potential sources capable of providing nationwide coverage for FBI medical Fitness for Duty (FFD) exams, HazMat clearances, Official Foreign Travel reviews, and Drug Testing.

The FBI is seeking sources that have their own established clinics and staff, capable of performing these services in all 50 states and Puerto Rico, with a focus on occupational health providers. The services must include drug testing with MROs, oral swabs, and 24/7 emergency testing, as well as specialized testing such as Ishihara 14-plate, Farnsworth, and radiological services. Providers must have board-certified specialists on staff and the ability to perform lab testing, provide travel medications, and immunizations. Providers will be subject to an FBI security check, and responses to the RFI may be used to formulate final requirements and identify qualified vendors. The RFI requests interested parties to submit capability statements by October 25, 2024, providing details on their ability to meet the stated requirements.

Intro The Federal Bureau of Investigation (FBI) is conducting market research, seeking available sources to provide nationwide coverage to include but is not limited to FBI medical Fitness for Duty (FFD) exams for both applicants and employees, HazMat clearances, Official Foreign Travel reviews and preparation, and Drug Testing.

Specifically, the FBI is interested in sources that have their own, established clinics and staff, capable of providing services in all 50 states and Puerto Rico who specialize in Occupational Health. If a source does not have an established clinic in a specific area, the source must be able to provide mobile services to the FBI location, or location in the immediate FBI Area of Responsibility (AOR). Work orders, documentation, and tracking must be completed as a paper process due to constraints with Personally Identifiable Information (PII).

The FBI is requesting information only from sources who:

• Are HHS certified for drug testing and have Medical Review Officers (MROs) on staff.

For individuals requiring access to FBI facilities, performing on-site services at FBI locations and/or storing medical files, a Limited Escorted Access Requests (LAR) is required, which includes a National Agency Check with Local Agency Checks (NCLAC), interviews, completion of an SF-85, fingerprints and a credit check. This will be completed by the FBI at the provider's location or the local FBI field office. Each new provider of office personnel must complete the LAR prior to being responsible for securely storing/handling medical records for FBI employees or applicants.

Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements envisioned for the FBI Medical Fitness For Duty (FFD) Exams. The information gathered may be used to formulate acquisition strategies for competitive solicitations.
