About this file

This is a Request for Information (RFI) and Sources Sought Synopsis issued by the Air Force Test Center (AFTC) at Edwards Air Force Base, California, seeking capability statements from potential contractors for the acquisition of FES Hovercraft. The AFTC anticipates awarding a firm-fixed-price contract under NAICS code 336612 (standard employee size 1000) with Product Service Code 1940. System for Award Management (SAM.gov) registration is mandatory. Responses are not paid and do not constitute a binding commitment; however, if sufficient responsible and capable sources are identified, a formal RFQ will be posted on SAM.gov. Small business sources must state their business size status based on the NAICS code referenced.

The hovercraft must meet specific minimum technical requirements including an active reverse-thrust braking system capable of redirecting 50–60% of engine thrust, minimum passenger capacity of six personnel or 1,000 lbs operational payload, a minimum 100 HP multi-cylinder liquid-cooled fuel-injected engine, cruise speed of 35 mph with calm water speed greater than or equal to 45 mph, minimum operational range of 70+ miles, operating temperature range of -30°F to +110°F, USCG-compliant positive flotation of 135% unladen displacement buoyancy, and minimum 8-inch terrain clearance with segmented finger skirts. The system must include factory-integrated emergency beacon/lightbar, siren/PA system, searchlight receptacle, and non-slip deck. One dedicated single-axle fly-on/fly-off tilt trailer with hull-protection rollers and standard ball hitch is required, with capability for single-person launch and recovery. The contractor must deliver on-site Class 3 Pilot Certification training, maintenance training covering inspections and servicing, and technical manuals including operator, maintenance, and illustrated parts breakdown documents. Responses must be submitted in Microsoft Word format, no more than 10 double-spaced pages, and must include capability highlights, business size designation, CAGE code/DUNS, contract history on similar projects, and current point of contact information. The submission deadline is September 4, 2026, at 4:00 P.M. Pacific Daylight Time, with responses to be sent via email to Melissa Alvarez (Contract Specialist) and Steven Confer (Contracting Officer) at the AFTC/PZIOA.
