About this file

This is a Request for Information (RFI) issued by the U.S. Air Force (FA8528-24-D-0001) for U-2 Life Support Sustainment and Support services. The Government is conducting market research to identify potential contractors capable of providing depot-level repair, engineering support, program management, and full sustainment of the U-2 Life Support System, which includes the S1034 Pilot's Protective Assembly (PPA), Coverall Assembly, Torso Retainer with Harness and Flotation, and the S1034E Full Pressure Helmet for the Command and Control Intelligence, Surveillance and Reconnaissance (C2ISR) Program. The contractor must provide serviceable spare assets, resolve system failures timely, maintain desired availability and reliability, furnish all material and support equipment, and establish an AF Material Command (AFMC) certified Contractor-Inventory Control Point (C-ICP) for material management. David Clark Company Inc. (CAGE 71483), a small business located in Worcester, Massachusetts, is identified as the original equipment manufacturer and sole source for all U-2 Life Support oxygen-related equipment. The Government does not own design data and has determined it uneconomical to purchase data or reverse engineer parts.

Responses to the Contractor Capability Survey must be received by close of business on March 26, 2026, submitted electronically to Brittney Lightsey (Contracting Officer) at brittney.lightsey@us.af.mil and Tara Stephens (Contract Specialist) at tara.stephens@us.af.mil. The RFI requests detailed information across three sections: Part I requests standard business information including company name, CAGE code, business classifications (small business, woman-owned, 8(a) certified, etc.), and ownership status; Part II includes General Capability Questions addressing facility capabilities, past project experience, U-2 Life Support repair experience, proprietary data handling, technical documentation generation, monthly capacity, and quality assurance processes (ISO 9001, AS9100); Part II also includes Repair Questions covering depot-level repair capabilities, repair procedure development, component repair experience with supporting contract details, test procedures, configuration management, obsolescence resolution, inventory processes, facilities and equipment listing, and reverse engineering opportunities; and Part II concludes with Engineering Services Questions addressing procedural development, technical order preparation, similar service contracts, test and evaluation capabilities, and absence of technical documentation. This is market research only and does not constitute a formal solicitation or guarantee of contract award, with participation not ensuring future participation in solicitations or awards.
