About this file

This is a Request for Information (RFI) issued by the Department of the Army for expeditionary catering services supporting the Angkor Sentinel 2027 (AS27) joint military exercise in Cambodia. The RFI seeks market information from qualified food service vendors to provide daily meal support to approximately 200 personnel (100 US Army Soldiers and 100 Royal Cambodian Armed Forces soldiers) in a field environment near the Multinational Peacekeeping Force Training Center in Krong Chbar Mon, Cambodia. Responses are due by 30 September 2026 at 5:00 PM Hawaii Time, with the submission deadline for questions being 25 September 2026. The government explicitly disclaims any obligation to award a contract and will not reimburse respondents for preparation costs.

The contractor must provide complete self-sufficiency including three meals daily (breakfast, lunch, and dinner) in buffet or grab-and-go bento styles with 24-hour flexibility to switch between formats. Meal requirements mandate high-quality, nutritionally balanced menus meeting 3,000 calories daily per USDA MyPlate standards, with mandatory options including Western cuisine, local Cambodian cuisine, Halal-certified selections, and vegetarian options. The contractor is responsible for deploying all mobile food preparation containers, refrigeration units, power generation, potable water supply (US Army VETCORPS-approved), and waste management systems. Infrastructure requirements include containerized commercial kitchens or mobile cooking trailers, temperature-controlled reefer containers (41°F or lower for refrigeration; 0°F or lower for freezing), generators with Cambodia electrical compliance, grounding standards of 10 ohms maximum, and daily deep sanitation protocols. All kitchen and serving personnel must be medically screened and food safety certified (ServSafe or equivalent). Vendors must submit responses covering corporate capability and military field catering experience, technical and logistical approaches including supply chain resiliency, quality control and sanitation programs, and pricing structured as direct meal costs per PAX by menu type and meal, plus operations and maintenance costs (mobilization, mobile kitchens, refrigeration, power, water logistics, waste management, on-site labor, and demobilization). The submission must include an illustrative cost scenario for a 15-day exercise serving 200 personnel. Responses should be submitted electronically in Microsoft Word, PDF, or Excel format to uchechukwu.mbawuike.mil@army.mil, with MAJ Jared and SSG Mbawuike serving as points of contact.
