About this file
This is an exhibit document supporting a Request for Information (RFI) issued by the County of Orange, California regarding network providers for electric vehicle charging systems. The exhibit identifies nine application sites across Orange County where the County proposes to install electric vehicle charging infrastructure as part of the Orange County Public Works (OCPW) Fleet Vehicle Electrification and Southern California Edison (SCE) Charge Ready Transport (CRT) program. The sites span multiple county departments including OC Parks, Orange County Probation, Orange County Sheriff's Department (OCSD), Social Services Agency (SSA), and OCCR, with proposed charging ports totaling 168 units across all locations. Sites include regional parks such as Irvine Ranch Historical Park (16 ports), Mile Square Regional Park (4 ports), and Irvine Regional Park (4 ports), as well as administrative facilities including the County Operations Center (40 ports), two Probation department locations (30 ports combined), and various county service centers. The RFI responses are due August 12, 2026 at 2:00 p.m. Pacific Time, with questions due August 5, 2026 at 2:00 p.m. The County anticipates awarding competitively bid contracts with terms ranging from 5 to 10 years and is evaluating three distinct scopes: charger furnishing, network solutions with warranty and maintenance services, and EV charging as a service.
Respondents must provide comprehensive vendor background including ownership structure, business model, and financial capability, with pricing approaches accommodating economic uncertainty while demonstrating best value. For Scope B, vendors must demonstrate hardware flexibility and interoperability with existing county-owned ChargePoint chargers, transparent pricing models across multiple fee categories, and comprehensive service and support capabilities including warranty periods, uptime guarantees, response times, and spare parts stocking practices. For Scope C, vendors must identify County property locations suitable for publicly accessible charging stations and describe commercial models including subscription, revenue-share, concession, and lease structures. All responses must address data ownership rights, exit strategies, and the ability to preserve charger operability after contract expiration. The RFI covers both Orange County and San Francisco City jurisdictions, with all responses submitted electronically through the County's Online Bidding System; fax submissions are not permitted.
