About this file
This is a Request for Information (RFI) issued by the State of Colorado Department of Human Services, Division of Facilities Management (DFM), seeking construction cost estimating services. DFM manages a portfolio of 343 buildings comprising approximately 4 million gross square feet across more than 20 campuses throughout Colorado. The RFI seeks qualified firms to provide conceptual-level construction cost estimates for planned projects on an as-needed basis. Respondents must submit information by Friday, April 19, 2019 at 3 p.m. to curtis.marwitz@state.co.us or by mail to the Planning & Technical Services office in Denver. Inquiries regarding scope and requirements must be submitted by Friday, April 12, 2019. The scope of work requires estimators to conduct one site visit per project, submit a fee proposal within ten business days of initial contact, and deliver completed cost estimates within ten business days of fee proposal acceptance. DFM anticipates contracting for up to 20 construction cost estimates during the period of July 1, 2019 to June 30, 2020, with the option to renew for an additional year. Based on fiscal year 2018-19, approximately 30 estimates were prepared for projects with budgets ranging from $300,000 to $34 million.
Respondents should submit a statement of interest, qualifications and experience statement, cost estimating fees and hourly billable rates for projects of varying sizes and complexities, and any additional relevant information. Construction cost estimates must include project management, standard insurance, warranties, construction schedule estimates, contractor and owner contingencies, escalation, bonds, and site preparation costs, while excluding architectural and engineering design fees, full-time on-site supervision, surveying, and hazardous material assessment. This RFI is not a competitive solicitation and does not obligate the State to make any contractual commitments; it is intended solely to assess vendor interest and fee structures for potential future procurement action.

Background Information The Division of Facilities Management (DFM) is a customer-driven support organization responsible for providing facilities management services to the entire CDHS facility portfolio (encompassing all DHS offices and Divisions) comprising 343 buildings, and approximately 4 million GSF over 1,500 acres spread over more than 20 campuses. These services include the day-to-day facility maintenance and operational needs of buildings and grounds, custodial services, and laundry/linen services administered through three geographically dispersed regional districts: North, South, and Western. These services also include planning and technical services for the entire Department, administered and dispersed from a centrally-located Planning and Technical Services Group (PTS), which provides professional expertise in the area of land and building development, planning of future facilities, initiation and implementation of appropriated and large non-appropriated projects, development of the Capital Construction and Controlled Maintenance budget requests, development of grants for funding sources outside of State government, management of the Department's energy budget, contract management for projects and capital facilities related procurement, leasing of real estate, fleet management, and the provision of consulting services to the Division and the Department in the areas of architecture, engineering, and the interpretation of the application of building codes and facility standards.
PTS has required the services of qualified, professional cost estimators to generate detailed estimates of probable cost to aid in compiling documentation and justifications for future planning and construction projects to be considered for funding by State legislative approvals and other funding sources.
The goal of DFM is to contract with a single firm offering construction cost estimating services to generate numerous cost estimates for DFM in a reliable and timely manner.
Information Requested & Scope of Work CDHS Division of Facilities Management (DFM) is seeking information from firms offering construction cost estimating services. Information is requested in order to reach an understanding if vendors in the construction estimating business are willing and able to offer services on an as-needed basis to DFM. Information should be based on the following terms of conditions for the work to be performed:
· Based on documentation provided by DFM, estimator would develop a conceptual-level estimate of construction cost for a project. The sole use of each estimate will be to aid DFM in developing a budget as part of a funding request for each project.
· Estimator would make one site visit to each project to gain better understanding of the scope of work, and in the case of proposed additions, remodels, renovations, or repairs, how that work may affect an existing building.
· Estimator would agree to be available to meet with a DFM representative on-site, and subsequently submit a fee proposal within ten (10) business days of initial contact regarding each project.
· Unless noted otherwise, after acceptance by DFM of estimator’s fee proposal for each project, estimator would prepare and deliver a construction cost estimate to DFM within ten (10) business days.
· Estimator would agree to prepare up to 20 construction cost estimates for planned projects during the period of July 1, 2019 to June 30, 2020, with the option, at DFM’s discretion, to renew an identical agreement for an additional year.
The basis for the estimates would include the following requirements:
· The size and scope of each project will vary. As an example, during the State’s fiscal year 2018-19, approximately 30 estimates were prepared for projects with budgets between $300,000 and $34 million. Neither the number of projects nor the dollar amount of the projects for the described time period are known yet.
· Construction cost estimates could be for projects located at any Department facility or campus throughout the State of Colorado.
· Other than preliminary site visits outside the Metro Denver area, there will be no additional requirements for estimator to travel or attend meetings outside of the Denver Metro area.
· Estimator will source local pricing for materials and labor.
· Unless noted otherwise, each construction cost estimate will include project management; standard insurance; warrantees; as-built drawing preparation; an estimate of construction schedule; contractor’s contingency; owner’s contingency; escalation; performance and payment bonds; dumpsters; temporary fencing; landscape protection and erosion control; demolition (where necessary); protection of existing finishes (where necessary); and final construction clean.
· Unless noted otherwise, each construction cost estimate will exclude architectural & engineering design fees; full-time on-site construction supervision; surveying; hazardous material testing, survey, removal, handling, and disposal; environmental hazards; third-party engineering; special insurance; liquidated & consequential damages; and overtime or weekend work.
· Where appropriate, estimator will include quantity takeoffs and unit prices for components of the project.
· Unless noted otherwise, any fee proposals prepared for DFM will be based on preparing one construction cost estimate for one proposed project. If studies of alternative project options become necessary, the estimator will prepare an added scope-of-work fee proposal for the consideration of DFM.
· Estimating services shall be performed in a matter consistent with that degree of skill and care ordinarily exercised by practicing professionals performing similar services in the State of Colorado, and under the same or similar circumstances and conditions.
· DFM will provide the estimator with all documents, drawings, specifications, and instructions necessary to enable the estimator to carry out the duties an estimator is engaged to perform.
If firms are interested in offering construction cost estimating services as described above, please submit the following:
1. Statement of Interest by the estimating firm in this type of on-call arrangement.
2. Statement of Qualifications and Experience of the estimating firm with projects of varying scope, and a list of any work performed for the State of Colorado.
3. Statement Outlining Cost Estimating Fees and Hourly Billable Rates typically charged for estimating the costs of construction projects of varying sizes, scopes, and complexities.
4. Any Additional Information deemed by the estimator to be useful to DFM regarding this RFI.
This RFI is not a competitive solicitation for the services described above, and does not obligate the State of Colorado nor the Division of Facilities Management to make any purchases or contractual obligations.
This RFI is solely intended as a means to assess the interest and fee structures of firms in an on-call type service arrangement.
Based on the information provided by the respondents to this RFI, a determination will be made regarding any further action with this process.
