About this file
This is a Request for Information (RFI) issued by the Maryland Department of Transportation (MDOT) to conduct market research for an enterprise-wide telematics solution that integrates with the Maximo Fleet Management platform. The RFI, numbered TSOOPD2634, was issued on February 13, 2026, with responses due by February 20, 2026, at 5:00 PM EST. The solution must support approximately 1,285 vehicles across multiple MDOT administrations, including the Maryland Transit Administration (MTA), Maryland Port Administration (MPA), Maryland Aviation Administration (MAA), and the State Highway Administration (SHA). The telematics system must provide near real-time data on vehicle location, speed, engine performance, odometer readings, run hours, and fault codes. Key capabilities include support for mixed fleets with specialized equipment such as salt spreaders and trailers operating under a single bundled service model. Responses should be submitted via email to the Procurement Officer, Patricia Pickett, and must not include any price quotes or bids.
The RFI explicitly states that this market research issuance does not constitute a commitment to award a contract or pay any costs incurred in preparing responses, and responses do not guarantee inclusion in any subsequent procurement. MDOT requires that all data, hardware, and software be maintained in a secure environment compliant with NIST Cybersecurity Framework standards and state security policies, with all state data prohibited from being stored or processed outside the Continental United States. Respondents must address hardware encryption compliance with Federal Information Processing Standards (FIPS 140-2) and demonstrate capability for capturing OEM fault codes to support predictive and preventive maintenance. Responses are limited to ten pages in Microsoft Word format with 11-point Times New Roman font. Small businesses, minority-owned businesses, and veteran-owned businesses are strongly encouraged to respond. The RFI requests respondents identify any restrictions to competition and opportunities for MBE or VSBE subcontracting participation.

REQUEST FOR INFORMATION
TSOOPD2634
A. OBJECTIVE:
The purpose of this Request For Information (RFI), which is not a solicitation to procure, is a means of conducting market research to identify capable parties having an interest in responding to an Enterprise- Wide Telematics Solution procurement that integrates with Maximo.
This issuance does not constitute a commitment to issue a request for bids, award a contract, or pay any costs incurred in preparation of a response to this request. Furthermore, MDOT requires that all responding vendors abstain from providing any price quotes or bids in response to this RFI.
The requirements stated in this RFI may not accurately reflect that which may be contained in a future Request for Proposal (RFP), Invitation for Bid (IFB), Purchase Order RFP, Task Order RFP, or other procurement vehicle.
Any information received in response to this RFI will assist MDOT in collecting information that may be used at a future date for a solicitation. A submission in response to this RFI does not guarantee that the respondent will be included in any subsequent procurement. Likewise, a non-submission in response to this RFI does not preclude a recipient or vendor from inclusion in any future procurement.
B. BACKGROUND:
The Maryland Department of Transportation (MDOT) is issuing this Request for Information (RFI) as market research to identify capable and interested vendors for the Enterprise-Wide Telematics Solution And Integration with Maximo. This RFI is strictly for informational purposes and does not constitute a formal solicitation.
MDOT is evaluating the enterprise-wide market for a telematics solution to support approximately 1,285 vehicles across multiple administrations, including the Maryland Transit Administration (MTA), Maryland Port Administration (MPA), Maryland Aviation Administration (MAA), and the State Highway Administration (SHA).
A primary requirement for this solution is integration with MDOT’s Maximo Fleet Management platform to facilitate preventive maintenance and standardize fleet management. In addition, key requirements being sought from vendors include the capabilities of providing near real-time data on vehicle location, speed, engine performance, Odometer readings, run hours, and fault codes.
The Contractor is responsible for maintaining a secure environment for all State data, hardware, and software. The Contractor’s Security Plan must align with industry standards (e.g., NIST Cybersecurity Framework) and meet or exceed the rigor of State security policies. Additionally, you must reduce system vulnerabilities by "hardening" all hardware and software using CIS guides, STIGs, or similar protocols to eliminate unnecessary risks.
Maryland DoIT prohibits State Data from being stored or processed outside the Continental United States (CONUS).
C. INSTRUCTIONS:
1. This information is for internal planning purposes only. Responses will not be used to evaluate firms.
2. The MDOT is requesting that vendors structure their responses in the order and number sequence provided below.
3. Responses in Microsoft Word, 11pt font, Times New Roman are strongly preferred. The page limit for this response is five (10) pages.

5. Respondents should complete in its entirety Attachment I – Response, to the best of your ability.
6. Respondents should submit a response to each question or reply by responding not applicable (N/A) to questions where a response cannot be provided.

B) GENERAL QUESTIONS:
1. What range of hardware do you offer? Specifically, can your hardware support a mixed fleet (MTA, MAA, MPA), including specialized snow equipment (i.e., salt spreader, trailer), under a single bundled service model that integrates with Maximo? If so, please describe your solution’s integration with Maximo.
2. Does your hardware provide government-grade data encryption and compliance?
Encryption algorithms which are utilized for encrypting data must comply with current Federal Information Processing Standards (FIPS), “Security Requirements for Cryptographic Modules”, FIPS PUB 140-2:

4. Is there anything unduly restrictive that would prevent your company from being able to compete?
5. Do you believe this requirement could be subcontracted out to provide for Minority Owned Business (MBE) or Veteran-owned Business (VSBE) participation? If so, how would you go about subcontracting this work or breaking it up to provide for MBE/VSBE participation?
6. Are there any other items you believe that MDOT should consider before potentially finalizing the specifications and soliciting?
