About this file

This is a Request for Information (RFI) issued by the Federal Bureau of Investigation's Finance and Facilities Division for market research purposes in accordance with FAR Part 10. The RFI seeks information regarding commercially available artificial intelligence hardware infrastructure to support multiple mission organizations and AI-enabled analytical environments. The Government is considering establishing a one-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle to facilitate future acquisitions of AI hardware, software licenses, and OEM warranty support as funding becomes available.

The anticipated requirement encompasses supply-only contracts for commercially available AI computing infrastructure, software licenses, OEM warranties, and associated OEM support. The Government does not anticipate acquiring installation, integration, managed services, engineering services, or operational support services. Potential products include high-performance GPU servers utilizing NVIDIA HGX B300 or equivalent technologies; integrated rack-scale AI systems such as GB300 NVL72-class systems; AI pod architectures including TPU-based solutions; AI inference accelerators equivalent to NVIDIA L40-class accelerators; associated software licenses; and OEM warranty and support services. General requirements mandate operation in air-gapped environments with no Internet connectivity, compatibility with standard 19-inch Government racks, OEM warranty support, customer-retained failed hardware components where available, and compatibility with secure Government computing environments. Vendors must address facility, cooling, power, water, floor loading, and space requirements for proposed solutions. The response deadline is 29 JUN 2026 no later than 3:00 PM EDT, with responses limited to five pages excluding product literature and OEM authorization letters. The Government will use submitted information to determine adequate small business competition, assess small business set-aside appropriateness, refine requirements, and develop acquisition strategy for any future procurement.

FEDERAL BUREAU OF INVESTIGATION

FINANCE AND FACILITIES DIVISION | PROCUREMENT SECTION

REQUEST FOR INFORMATION (RFI)

Enterprise Artificial Intelligence (AI) Hardware Infrastructure

DISCLAIMER

This Request for Information (RFI) is issued solely for market research purposes in accordance with FAR Part 10. This RFI does not constitute a solicitation, Request for Proposal (RFP), or Request for Quotation (RFQ), and the Government is not seeking proposals at this time.

Responses to this RFI are voluntary and will be used for planning purposes only. The Government will not reimburse respondents for any costs incurred in responding to this notice.

The primary purpose of this RFI is to identify capable sources, including small business concerns, and to assist the Government in determining the appropriate acquisition strategy and whether a small business set-aside is appropriate.

BACKGROUND

The Federal Bureau of Investigation (FBI) is conducting market research for commercially available artificial intelligence (AI) computing infrastructure to support multiple mission organizations and AI-enabled analytical environments.

The Government is considering establishing a one-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle to facilitate the acquisition of AI hardware, software licenses, and associated OEM warranty support as funding becomes available.

ANTICIPATED REQUIREMENT

The Government anticipates acquiring commercially available AI computing infrastructure, software licenses, OEM warranties, and associated OEM support.

The resulting contract is anticipated to be a supply contract only. The Government does not anticipate acquiring installation, integration, managed services, engineering services, operational support services, or other professional services under the resulting contract. Any support provided shall be limited to standard commercial manufacturer warranty and OEM support customarily provided with the purchased products.

The Government anticipates establishing a one-year IDIQ contract vehicle that may include multiple product categories, configurations, and optional features. Individual delivery orders may include varying configurations based upon mission requirements, funding availability, and best value considerations.

Potential products may include, but are not limited to:

• High-performance GPU servers utilizing NVIDIA HGX B300 or equivalent GPU technologies;

• Integrated rack-scale AI systems, including GB300 NVL72-class systems or equivalent;

• AI pod architectures, including TPU-based solutions or equivalent;

• AI inference accelerators equivalent to NVIDIA L40-class accelerators;

• Associated software licenses; and

• OEM warranty and support services.

General requirements include:

• Operation in an air-gapped environment with no Internet connectivity;

• Compatibility with Government-provided standard 19-inch racks, where applicable;

• OEM warranty and support;

• Customer-retained failed hardware components (e.g., keep-your-drive or equivalent), where available; and

• Compatibility with secure Government computing environments.

The Government anticipates issuing delivery orders throughout the one-year ordering period as mission requirements and funding availability dictate. Additional technical specifications may be provided in any future solicitation.

INFORMATION REQUESTED

Interested vendors are requested to provide the following information:

1. Company name, address, UEI, point of contact, business size, and socioeconomic status (if applicable).

2. A brief description of your company's capability to provide the products identified above as a prime contractor.

3. Identify relevant OEM relationships, certifications, distributor agreements, or reseller authorizations applicable to this requirement.

4. Describe your experience providing similar AI computing hardware to Federal, state, local, or commercial customers within the last five years. Include customer name, contract number (if applicable), dollar value, and a brief description of the requirement.

5. If responding as a small business concern:

o Identify whether your company is a manufacturer or nonmanufacturer for the products anticipated under this requirement.

o Identify the OEM(s) whose products you anticipate providing.

o Describe the value your company adds beyond product resale (e.g., configuration, logistics management, warranty administration, supply chain management, engineering support, etc.).

6. Identify any anticipated supply chain constraints, allocation restrictions, or lead-time concerns associated with the anticipated products. Assuming issuance of a purchase order during August or September 2026, provide estimated commercial lead times for the proposed products and identify any factors that may impact delivery schedules.

7. Identify all software, models, frameworks, orchestration platforms, licenses, and other software components included with the proposed hardware solution. Clearly identify whether such software is perpetual, subscription-based, consumption-based, or otherwise licensed. Describe any software capabilities, limitations, or dependencies that could materially impact overall system performance or total cost of ownership.

8. Identify any facility, cooling, power, water, floor loading, environmental, footprint, or space requirements associated with proposed rack-scale AI systems and AI pod architectures. Vendors should identify any special site preparation, utility, or infrastructure requirements necessary to support the proposed solution.

9. Provide comments regarding the appropriateness of the following NAICS code:

NAICS 334111 – Electronic Computer Manufacturing

If an alternate NAICS code is recommended, please provide the recommended code and rationale.

RESPONSE FORMAT

Responses shall not exceed five (5) pages, excluding product literature and OEM authorization letters.

SUBMISSION INSTRUCTIONS

Responses shall be submitted electronically to the Contracting Officer via email no later than 29 JUN 2026 no later than 3:00 PM EDT.

The Government will use information received to:

• Determine whether adequate small business competition exists;

• Determine whether a small business set-aside is appropriate;

• Refine the requirement; and

• Develop the acquisition strategy for any future procurement.
