IV. DESCRIPTION

This market survey announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy section 3.2.1.2.1 Market Analysis. The FAA’s Office of Environment and Energy (AEE) develops, recommends, coordinates, and implements national aviation policy relating to environmental and energy matters.

AEE conducts analyses and studies of aircraft (including legacy and emerging technology aircraft) and airport operations (including those at heliports and vertiports), air traffic procedures, and airspace to develop programs with the potential for reducing adverse impacts on the environment while maintaining or improving the efficiency and capacity of the National Airspace System (NAS).

AEE provides technical support and policy guidance to FAA Lines of Business on environmental review of FAA actions, compliance with environmental requirements and initiatives to reduce energy consumption and waste.

AEE works with domestic and international partners, (e.g., International Civil Aviation Organization), to develop international environmental standards and recommended practices, guidance, and research. AEE also coordinates with the Department of Transportation’s Office of the Secretary and other agencies to develop and implement domestic aviation-related environmental and energy policies, goals, and priorities.

Other FAA offices may require similar environmental management, analysis, and research contract support to fulfill their missions. The support need areas may include but are not limited to: environmental management systems; environmental reviews; community engagement; modeling research, development, Sources Sought/RFI | 2 and analysis; operations research, environmental cleanup, and environmental compliance.
