About this file
This is a Request for Information (RFI) issued by the Massachusetts Department of Correction (DOC) seeking information about drug testing materials and detection devices. The DOC is specifically interested in urine testing, hair testing, oral testing, and tangible evidence testing for illicit substances and alcohol/breathalyzer testing, along with laboratory testing services for samples. Responses are due by 2:00 PM EST on January 2, 2025, approximately 14 days from the publication date, and must be submitted electronically via COMMBUYS.
The RFI requires that all drug test kits meet FDA requirements under 21 CFR with 510k notification documentation and comply with SAMHSA cutoff threshold levels. Product reliability requirements specify that false positives must not exceed 0.05%, with potential contract termination if false positives reach between 0.05% and 10%, and mandatory termination if exceeding 10%. The DOC emphasizes that this is solely an information-gathering exercise and does not guarantee any future purchases or contracts. Vendors must provide detailed product information, clinical test results documentation, and identify any substances that may cause false positives or that cannot be detected by their testing methods.
