About this file

This is a draft specifications document for stationary hydraulic squeeze tilt chutes required by the Bureau of Land Management (BLM), a component of the Department of the Interior. The BLM requires four to six hydraulic squeeze tilt chutes used to restrain and treat wild horses and wild burros, to be delivered to a location to be determined (potentially Axtell, UT). The contractor must provide all labor, equipment, supervision, transportation, and incidentals necessary for construction and delivery. The contractor must employ an AWS certified welder or equivalent and adhere to ASTM and AWS standards for welding and materials.

The chutes must be constructed using new ASTM-A36 steel with modified wall thickness specifications (3/8" instead of 1/4" for 3" x 3" tubing frame members). The hydraulic system shall be powered by 120-volt power supply and include cylinders, valves, hoses, fittings, fluid reservoir, and fluid—all manufactured to the highest grade available. Hydraulic hoses must have minimum 2250 psi working pressure and be constructed of neoprene with steel braids. Each chute requires a 1.5 horsepower motor, 2-inch closed cell foam padding with commercial-grade Cordura fabric covering, spring-loaded latches, and greased hinges. The chutes shall be painted with weather-resistant acrylic enamel in Desert Sand (Tan) color. All hydraulic cylinders, hoses, valves, components, and welds require minimum one-year manufacturer warranties submitted in writing to the Contracting Officer prior to final inspection. A first article is required if the contractor has not previously supplied this exact chute to BLM. The performance period is six months from award date, with payment based on satisfactory final inspection and acceptance. BLM will cover shipping costs to the delivery location.

b. Require all warranties to be executed, in writing, for the benefit of the Government.

c. Submit all warranties in writing to the Contracting Officer prior to final inspection.

d. At a minimum, the warranty shall include coverage for: all hydraulic cylinders, hoses, valves and components for a minimum of 1 year; all welds for a minimum of 1 year.

Hydraulic Components Manufacturer Qualifications: Each hydraulic component shall be manufactured by a company regularly engaged in the manufacture of that particular component, and which issues a complete catalog of data on such components.

Welding: Welding shall be performed according to AWS D1.1-96.

2.0 CONTRACTOR FURNISHED ITEMS

Contractor shall furnish all materials and labor necessary to construct chutes. All materials shall be new.

Steel: All steel shall be ASTM-A36 unless otherwise indicated.

Hydraulic System: Shall consist of all components (including but not limited to: cylinders, valves, hoses, fittings, fluid reservoir, fluid, etc.) necessary to provide a fully functioning chute. The system shall be powered by 120 volt power supply. All components shall be manufactured from the highest grade of materials available.

Hydraulic Cylinders: Shall utilize steel tubing that meets ASTM-A513-96, (AIR-DRO or approved equal) be hydraulically straightened before honing, and shall have the inside diameter, hard-chrome plated a minimum of 0.001 diametrically. The piston shall be one-piece. The piston rod shall be high yield, turned, ground and polished C1045/50 micro alloy component, which is hard chrome plated a minimum of 0.001 diametrically. Cylinder shall be suitable for this application.

Hydraulic Hose: Shall have a minimum working pressure of 2250 psi. Hose shall be constructed of neoprene and steel braids (Weatherhead or approved equal). Higher pressure hose shall be used as required to operate the cylinders, valves, etc. Hose fittings shall be stainless steel.

Motor:

(1).Motor for the stationary squeeze tilt squeeze chutes shall be the standard 1.5 horsepower.

Padding: Shall consist of a closed cell polyethylene or urethane foam 2 inches thick with a minimum density of 5 lbs./ft Padding shall be glued to the pad backing. The padding shall be covered by a commercial grade Cordura fabric (Cordura Plus 2000-560-T440 or equivalent) (color: tan), and secured to the backing. Fabric shall be secured using standard industry practices.

Latches: Shall be commercially available and spring loaded.

Hinges: All hinges shall have grease fittings installed. Do not paint grease fittings.

Chute Width: The width on all chutes shall be the width identified on the original engineered drawings developed by BLM (to be provided in final Specifications Document).
