About this file
This Request for Information (RFI) is a market research document issued by the U.S. Air Force to identify potential sources for repairing three specific C-5 aircraft electronic components: the Battery Control Electronics Module, Edge Lighted Panel and Annunciator Dimmer Circuit Card Assembly, and Single Board Computer Circuit Card Assembly. The components have specific National Stock Numbers (NSNs) and Part Numbers (PNs), with Extant Aerospace currently being the sole source contractor for repair, having obtained manufacturing and repair rights from GE Aviation through a 2016 novation agreement. The government does not own the technical data required for organic repair and considers acquisition or reverse engineering uneconomical.
Potential contractors are asked to complete a Capability Survey by December 3, 2025, providing detailed business information, past experience, repair capabilities, commerciality details, and continuity of operations and cybersecurity information. The survey covers NAICS Codes 335311 and 334418 for transformer and electronic assembly manufacturing. Respondents are advised that participation in this market research does not guarantee future contract awards, and the government will not reimburse participants for survey expenses. Interested companies should submit responses electronically to Erika Bell and Caiveon Thomas, with questions directed to Erika Bell at 478-222-0300 or erika.bell.2@us.af.mil.

The C-5 Battery Control Electronics Module is currently repaired by Extant under contract FA8538-22-D-0002. The RMC/RMSC code for the C-5 Battery Charger is R3/R. GE Aviation is the Original Equipment Manufacturer (OEM). However, through a novation agreement signed in Oct 2016, GE licensed Extant Aerospace to manufacture and repair the C-5 Battery Control Electronics Module to include the marketing rights, technical know-how, and intellectual property (drawings and tech data). The technical data required to organically repair or complete the repair is not owned by the Government and it is uneconomical to acquire the data by purchase or to reverse engineer the item. No samples are available for potential suppliers to evaluate.
Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
Extant is the manufacturer of the C-5 Battery Charger and the known sole source contractor for repair of this item. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
The C-5 Edge Lighted Panel and Annunciator Dimmer Circuit Card Assembly and the Single Board Computer Circuit Card Assembly have no prior repair history. While GE Aviation is the
Original Equipment Manufacturer (OEM), a novation agreement, executed in October 2016, licensed Extant Aerospace to manufacture these items. This included the transfer of marketing rights, technical know-how, and intellectual property, including relevant drawings and technical data. Consequently, the Government does not own the technical data required for organic repair or to complete a repair. Acquisition of this data through purchase or reverse engineering is deemed uneconomical. Additionally, no samples are available for evaluation by potential suppliers.

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to produce the
• C-5 Battery Control Electronics Module
• C-5 Edge Lighted Panel and Annunciator Dimmer Circuit Card Assembly
• C-5 Single Board Computer Circuit Card Assembly
The National Stock Numbers (NSN) and Part Numbers (PN) are as follows:
Item NSN PN C-5 Battery Control Electronics Module

The BCEM is an aircraft component that is part of the Emergency Power System (EPS) on all models of C-5 aircraft and provides means to charge the battery. In addition, it is used in conjunction with the auxiliary power unit (APU) system on C-5M model aircraft.
The Edge Lighted Panel and Annunciator Dimmer (ELPAD) Circuit Card Assembly primary function is to convert 28VDC (Volts Direct Current) to 5VDC (Vols Direct Current) for the C-5 Aircraft. The Circuit card is a crucial component in aircraft instrumentation.
The Single Board Computer CCA is common component to four (4) next higher assemblies.
There is one (1) Single Board Computer CCA contained in the Communication/ Navigation Panel (CNP), Cursor Control Panel (CCP) and Cursor Control Device (CCD) next higher assemblies. Two (2) identical single board computer CCAs providing redundant processing capabilities are contained in the Automated Flight Control System (AFCS) Panel next higher assembly. The CCA consists of an ARINC 429 communications interface and a 32-bit processor.
The ARINC 429 communications interface converts received serial data signals (RX1 and RX2) from the line receivers into data that is usable by the 32-bit processor. The 32-bit processor receives commands to control serial communications and to convert the received data into column and row addressing signals. The column and row addressing signals are used by the Integrated Panel A1 to provide the appropriate display or light an indicator. Switch position signals from Integrated Panel are converted into digital data by the 32-bit processor. The digital data is then transformed into serial data for transmission by the ARINC 429 communication interface CCA. The serial signal (TX1) from the ARINC communication interface is applied through the line driver on the Interface CCAs to the aircraft.
