REQUEST FOR INFORMATION (RFI)
Title: Innovative Technology Solutions & Support Services for Project Dynamis

1. PURPOSE
Marine Forces Pacific (MARFORPAC) seeks innovative and scalable technology solutions and technical services to support Project Dynamis, the Marine Corps’ contribution to Project Overmatch, which enhances the Naval Service’s role in Combined Joint All-Domain Command and Control (CJADC2).
Marine Corps Tactical Systems Support Activity (MCTSSA) is in support of MARFORPAC and to support Project Dynamis efforts.
MCTSSA is publicizing this SOURCES SOUGHT NOTICE as a means of conducting strategic market research to identify responsible, qualified entities having an interest in and the resources to support United States Marine Corps (USMC) Project Dynamis technical concepts. No solicitation is being issued currently. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. Responses will not be considered as proposals, nor will any award be made as a result. The Marine Corps will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and/or drawings, will be made available only on the Government Point of Entry (GPE) System for Award Management (SAM) website (https://sam.gov).
Interested companies are solely responsible for Technical Concept monitoring the sam.gov website for the release of a solicitation package and any updates or amendments. The government is seeking to identify qualified, experienced, and interested potential businesses capable of providing the following technologies:
Project Dynamis is a threat-informed initiative that follows the DoD Experimentation Handbook’s structured approach to inform force modernization and capability development decisions. It will leverage Force Design experimentation efforts to build a body of evidence, consisting of:
Concepts, Wargames, Studies, and
Modeling & Simulation (M&S).
This evidence will enable the Marine Corps to modify requirements based on a threat-informed baseline and a rapidly evolving technology curve leveraging cooperative research and development agreements (CRADA), prototyping, and mid-tier software acquisition strategy to evolve at the speed of relevance. The ultimate objective of Project Dynamis is to accelerate CJADC2 via informed service-level decisions by providing data-driven insights to:
Deputy Commandant for Combat Development & Integration (DC&I), and
Deputy Commandant for Information (DC I), and
Relevant Navy and Marine Corps Program Managers.
Through this process, Project Dynamis will support adjustments to Programs of Record (PoRs), ensuring that warfighting capabilities remain agile, survivable, and technologically superior in contested environments.
Key Focus Areas
Project Dynamis will prioritize the following efforts to enhance warfighting capability development and integration:
1. Deployment of Prototype Capabilities to Support the Marine Corps’ Role as a Joint Task Force
(JTF)
2. Orchestration of the Service-Level Experimentation Plan to CJADC2
3. Demonstration of Joint and Coalition Interoperability
4. Informing Service-Level Decisions on Requirements and Capability Development
5. Alignment with Force Design 2030, the Marine Corps Enterprise Network (MCEN) Implementation Plan, the DoD Zero Trust Strategy, and the Service’s Data, Transport, and 5G Strategies
2. EXPERIMENTATION FRAMEWORK (Aligned to the DoD Experimentation Handbook)
Project Dynamis will follow the DoD Experimentation Handbook’s structured approach, ensuring rigorous, data-driven experimentation supports Marine Corps modernization efforts. Experiments will follow three primary phases:
A. Experimentation Phases
1. Design Phase o Define hypotheses, objectives, and key performance indicators (KPIs).
o Identify experimentation methodologies (discovery, hypothesis testing, or demonstration).
o Develop experimental scenarios integrating Modeling & Simulation (M&S).
o Align experiments with Force Design 2030 and CJADC2 objectives.
2. Execution Phase o Conduct live, virtual, and constructive (LVC) simulations.
o Deploy prototypes in operational environments for Limited User Evaluations (LUEs).
o Leverage AI-driven data collection and analytics.
o Assess joint and coalition interoperability with allied forces.
3. Assessment & Decision Phase o Analyze collected data to validate or refine capabilities.
o Compare results against threat-informed baselines.
o Generate actionable recommendations for DC&I and Program Managers.
o Support transition of successful technologies into Programs of Record (PoRs).
B. Experimentation Categories
Project Dynamis experiments will fall into the following categories:
1. Discovery Experiments o Identify new warfighting concepts and technologies.
o Explore potential applications in emerging threat environments.
2. Hypothesis Testing Experiments o Validate proposed tactics, techniques, and procedures (TTPs).
o Assess effectiveness of emerging capabilities against peer and near-peer adversaries.
3. Demonstration Experiments o Showcase mature capabilities ready for integration into operational forces.
o Conduct joint and coalition demonstrations to ensure interoperability.
3. TECHNICAL AREAS OF INTEREST
MARFORPAC seeks both technology solutions and technical services that achieve CJADC2 and enhance joint fires, contested logistics, expeditionary operations, and joint integration under Project Dynamis this list is non-inclusive.
