About this file

This document is a Request for Information (RFI) issued by the Marine Corps Recruiting Command (MCRC) for a messaging platform that allows recruiters to engage with their target market through SMS text and instant messaging. MCRC is seeking a vendor that can provide a platform that enables two-way communication, allows for bulk uploads of contact information, tracks messaging results, safeguards personally identifiable information (PII), and provides reporting and analytics capabilities. The RFI requests confirmation of various platform capabilities, including managing multiple messaging campaigns, incorporating personalized content, and identifying opt-out options. Responses are due by December 4, 2024, and should include the contractor's business size status. This RFI is for acquisition planning purposes only and does not constitute an obligation for the government to procure the service or issue a solicitation.

Prospect Messaging Capability

REQUEST FOR INFORMATION (RFI)

Background

The Marine Corps Recruiting Command (MCRC) has a requirement for a technology platform which allows recruiters in the 1st, 4th, 6th, 8th, 9th and 12th Marine Corps Districts (MCDs) to engage with their target market. This capability helps leverage mobile device management capabilities such as text and instant messaging for data collection and lead generation.

Information Requested MCRC is issuing this RFI to determine if the technology platform exists that allows recruiters to engage with their target market, through SMS text and instant messaging. This platform should come from a vendor, contractor, or industry which safeguards the handling of personally identifiable information (PII) and is in compliance with the above references.

The suggested messaging capability is for MCRC Recruiters as required in the 1st, 4th, 6th, 8th, 9th and 12th MCDs. Responses to this RFI should not exceed ten (10) pages and must contain the following information:

A. Confirmation that the contractor can provide a messaging platform that will help Marine Corps Recruiters employ two-way SMS text and chat communication with the Marine Corps’ target market and potential leads through both desktop and mobile devices. Confirm whether or not this messaging platform is off-the-shelf (existing platform) or if it requires further development. If it requires further development, please specify the expected timeframe for completion of the platform (i.e. will it be completed before/after award; if after award, how long after award).

B. Confirmation of the capability of lists to be uploaded in a mass format through MS Excel to the vendor's database.

C. Confirmation of the capability to track results and to convert SMS texts that are sent out by the recruiters and responses to those SMS texts from potential prospects.

D. Confirmation that when the vendor acquires potential lead’s information (PII), the PII is stored and safeguarded per the above references and FedRAMP requirements.

E. Confirmation of the capability to manage, track, and filter multiple SMS text messaging "campaigns" in order to personalize the message narrative to fit a specific market and message.

F. Confirmation of the capability to attach a web link in order to encourage recipients to follow on to a Request for Information form or steer them towards additional informational resources.

G. Confirmation of the capability for a "wildcard" in the SMS text to facilitate individual messages including the (first), (last), or both names of the individual in order to provide a customized message to the recipient (i.e., Hello Sam, or Hello Mr. Jones, vice simply hello) without it the requirement to manually enter the specified name for each specific intended recipient.

H. Confirmation of the capability to provide an administrator-level dashboard for program oversight, reporting, and analysis of return on investment. This dashboard should include the ability to monitor all conversations happening in near real-time and to allow for filtering of results based off of SMS text "campaign" or user.

I. Confirmation of the capability for “opt-out” or “unsubscribe” identification of prospects globally, to prevent multiple campaigns from targeting a previous prospect once they have expressed a desire to “opt-out” or “unsubscribe” from follow on communication.

J. Confirmation of business size status (large, small, SDB, SDVOSB, etc).
