REQUEST FOR INFORMATION: M00264-25-RFI-007 (M&RA ITSS)
THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. This is NOT a solicitation or Request for Quote/Proposal/ Bid and no contract or purchase order will be awarded as a result of this notice.
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541512, Computer Systems Design Services. The Product Service Code (PSC) for this requirement is DB01, IT and Telecom – High Performance Computing (Hpc) Support Services (Labor).
Marine Corps Installations National Capital Region- Regional Contracting Office (MCINCR-RCO) has a requirement to provide support to the Marine Corps Manpower and Reserve Affairs (M&RA) with Information Technology Service and Support (ITSS). This scope of effort is to provide support to the Manpower Information Portal (MIP) system and the MIT Branch. The goal is to provide M&RA with contractor support that will work jointly with Military and Federal civilian employees to support current and emerging M&RA information technology service and support requirements.
REQUIRED CAPABILITIES: See the attached Performance Work Statement (PWS) draft. Interested vendors are notified this is a draft and is not the finalized PWS.

VENDOR RESPONSE SUBMISSION:
Feedback on this requirement is encouraged. This is a market research tool used to identify market capability and solutions (to include performance work statement revisions), as well as the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. Information submitted by respondents to this notice is strictly voluntary. It is requested that firms submit answers to the MCINCR-RCO at the below email address. A vendor’s response should address, at a minimum the following:
1. Name of Organization, Unique Entity ID (UEI) or CAGE Code, Telephone Number, Address, and Email address for primary point of contact. Also provide the organization’s size status and socioeconomic status that applies;
2. Appropriate NAICS code and PSC (if other than what is listed above) for the services described in this notice with an explanation as to why this code(s) would be a better supported option;
3. Description of your organization’s capabilities / experience with regards to the draft PWS requirements. This description should demonstrate ability to perform the services in the draft PWS. Maximum length: 20 pages.
4. Contract vehicles (NITAAC CIO, GSA Federal Supply Schedule, GSA GWAC, or any other Government Agency contract vehicle), of which your business is a contract holder, for these services. (Lack of does not preclude a business from responding to this notice.)
5. Answers to the below specific questions regarding the requirement:
a. Is Amazon Web Service (AWS) Premier Partner status an industry standard for a requirement of this complexity with AWS platform?
b. What is the industry standard for invoicing for cloud services? What are the variables that would drive price up or down?
c. Regarding cloud use:
i. What is the unit of issue for cloud use?
ii. What are other associated services and prices?
iii. What drives this price?
iv. What can be done to minimize the cost?
v. Are these commercial standard?
d. What is the commercial standard to capture additional scope or surge requirements?
e. What additional/historical information do you need to propose firm fixed-price (FFP) for this requirement? (Note: Since this is commercial services, the resulting contract would be fixed price, as cost reimbursement only applies to non-commercial services/supplies and is prohibited for use with commercial services/supplies).
f. What portions of the requirement cannot be firm fixed-price (FFP), and why not? The following table outlines the current contract’s CLIN structure which identify the FFP CLINs and those that are expected to be Labor Hour (surge requirements only, that cannot be identified at time of award)

Surge Support will provide increased support for areas within scope of the PWS that are not known prior to award to accurately estimate the extent or duration of the requirement; surge requirements are not those that are known or should have been known prior to award. Surge support is not a guarantee. In the event the Government requires surge, surge support is provided by the Contractor with the same predetermined and established labor categories and rates awarded under the contract for the applicable period of performance. The sum of requests approved by the COR, will not exceed the funded surge NTE amount.

Other Direct Costs in accordance with PWS Section 9. The Contractor will not expend any amount on this line item without prior approval from the Contracting Officer. No fee bearing or material markup/burden allowed.
g. What are the key discriminators that the Government should consider as evaluation criteria?
h. What key performance parameters, metrics, or measures are appropriate for this requirement?
i. What areas of the requirement seem vague? Why? Please identify what they are and a recommended remedy.
j. What obstacles would prevent your business from submitting a future quote for this requirement? What is/are the solution(s)?
k. Are the required services considered professional or are they subject to the Service Contract Act?
l. What are some industry norms for procuring these services? Please provide examples, details, and/or explanations.
m. In Appendix E of the PWS (Performance Requirements Summary), what is a standard response time (performance standard) for the MIP system performance (see also PWS Paragraph 6)?
n. How long does your firm need to submit a complete quote/offer/proposal?
o. Does your company have any questions or recommendations regarding the required services outlined in PWS within this RFI? Please provide them in your response so that we may consider them.
