DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

INTRODUCTION

The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the

Nation's offshore resources in conjunction with Bureau of Safety and Environmental Enforcement

(BSEE). It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, carbon capture, marine minerals, renewable energy development and environmental reviews and studies. The Resource Evaluation Program supports all BOEM program areas through critical technical and economic analysis. Resource Evaluation functions are carried out by personnel across the United States of America.

The BOEM’s intent with the request for information (RFI) is to re-evaluate Geological Interpretive Tools

(GIT) technology utilized by the Resource Evaluations Program nationwide. GIT applications are commercial off-the-shelf (COTS) geoscience, petrophysical, geophysical and engineering software applications focused on subsurface characterization, petroleum exploration and production (E&P) analysis. GIT is an integral technology for BOEM/BSEE that provides the applications and infrastructure mission critical functions, including:

• Shallow Hazard Analysis

• Subsurface Interpretation

• Petrophysical Analysis

• Data Management and Integration

• Reservoir Simulation and Engineering

• Geology and Geological Modeling

• 3D Visualization

• Carbon Sequestration

GIT ensures that BOEM/BSEE has the capability to evaluate seismic reflectivity data (2D, 3D, 4D, Post-

Stack & Pre-Stack), borehole data (wireline logs, LWD logs, core evaluations), gravimetric measurements and magnetic field data, as well as other technical data using state-of the-art techniques similar to those employed by the commercial offshore developments. GIT enables BOEM/BSEE to perform the sophisticated analysis routinely done by industry which, in turn, allows for timely lease sale evaluations and resource management. GIT also enables BOEM/BSEE to possess the information technology (IT) tools necessary to ensure proper decisions for mission critical functions. The Federal Government and the general public also benefit from timely lease sale evaluations to expedite the movement of funds from rents and bonuses into the U.S. Treasury. BOEM/BSEE also support the analysis of potential impacts of policy options, legislative proposals, NEPA analyses, the development of the National

Program, and industry activities affecting OCS.

SYSTEM REQUIREMENTS

All software must be compliant with the DOI Cloud Smart strategy. To leverage existing investments in IT infrastructure and software, the functionality of the software acquired under this requirement must be compatible with BOEM/BSEE systems architecture. The current system environment utilizes client/server architecture that includes both Linux and Solaris-based Oracle database servers, Network

Appliance file servers, Dell T7920 and M8800 laptop workstations running Windows 11, and Dell

Latitude E5490 personal computers as clients running Windows 11. The software application runs on the personal computers, which have 64-bit Windows on a 2.6GHz processor with 32GB RAM.

The current environment is assembled around both a local area network (LAN) and a wide area network

(WAN) using a combination of Ethernet, fiber optic and dedicated communication lines. The architecture utilizes both on-line and near-line data storage in a network attached storage (NAS) configuration.

System architecture may change in parallel with available technology or due to IT Security requirements as mandated by DOI. All software must maintain compatibility with changes in BOEM/BSEE system architecture throughout the life of the contract, provided that such changes are aligned with the documented vendor’s recommended specifications.

The current data management philosophy is based on the master data store to project level data store concept. The master data store is the primary repository for corporate data in BOEM and BSEE and is a combination of an Oracle-based relational database and related files. The master data store includes

TIMS (Technical Information Management System), an internally developed data model, and other software applications. The corporate database is continually updated by program groups throughout

BOEM and BSEE regions and remote district offices. Any quoted software solution must provide an efficient means to access and transfer the data to and from the corporate data store and other project data stores.

As new technologies develop and are acquired, compatibility between the software applications becomes a concern. To maintain software compatibility, any software obtained should adhere to industry standards. The vendor must indemnify the Government against any loss of functionality of the acquired software applications due to the discontinuance of a product during the term of the requirement.

TRANSITION PLAN

The vendor shall be able to present a transition plan that is applicable to the requirements of the current BOEM technology is proposed to be replaced while maintaining data integrity.
