About this file

This is a Request for Information (RFI) issued by the Department of the Army Materiel Command, Army Contracting Command Aberdeen Proving Ground, under solicitation number RFI-W91CRB26DE. The RFI is being conducted by Project Manager Soldier Warrior's Product Lead Architecture to perform market research on a comprehensive digital engineering, integration, and experimentation ecosystem supporting modernization of Soldier, sensor, and platform technologies. The Army seeks to identify existing and innovative solutions that enhance warfighter capabilities through the Soldier as a System (SaaS) concept, which optimizes size, weight, and power distribution across Soldier platform subcomponents.

Respondents are requested to provide company information including facility clearance level and CAGE code, along with technical capabilities in four primary areas: (1) digital engineering and integration including digital twins, hardware-in-the-loop capabilities, and system-of-systems analyses using COTS/GOTS components; (2) virtual and augmented environment integration for virtual prototyping and hardware emulation; (3) integration support for COTS and GOTS solutions with cybersecurity compliance including RMF and STIG requirements; and (4) test and evaluation planning and execution with data collection and validation between virtual and physical testing. All submissions must be unclassified, not exceed five pages, and be submitted by June 5, 2026, at 1500 EST to Mr. Eric Roberts at eric.j.roberts48.civ@army.mil. Questions must be directed to Mr. Neil Pinto no later than 15 calendar days after RFI posting. This RFI is for information and planning purposes only and does not constitute a binding solicitation or guarantee of contract award.

Request for Information (RFI) Digital Engineering, Integration, and Experimentation Ecosystem for Soldier, Sensor, and Platform Technologies Background:

Project Manager Soldier Warrior’s (PM SWAR) Product Lead Architecture (PdL Architecture) is performing market research to identify and, if necessary, mature a comprehensive digital engineering, integration, and experimentation ecosystem that supports modernization of Soldier, sensor, and platform technologies. The goal is to deliver enhanced capabilities across strategic mission partners, provide an enterprise approach, optimize the Soldier as a System (SaaS) concept, and enhance warfighter mobility, effectiveness, and ultimately, lethality. This responsibility includes the integration of technologies to strengthen the SaaS concept, which focuses on the reallocation of size, weight, and power across subcomponents of different Soldier platforms.

This RFI seeks information from industry on existing and new innovative solutions in the areas of digital engineering, virtual and augmented environment integration, market research, system integration, test and evaluation, and field support functions.

Requested Information:

PdL Architecture requests the following information:

Company Information:

Company Name Company Address RFI Technical POC Name, Email Address, and Phone number RFI Business/Contract POC Name, Email Address, and Phone number CAGE Code Facility Clearance Level Joint Certification Program (JCP) DD Form 2345 Technical Information:

PdL Architecture is seeking submissions that describe vendor capabilities suitable for the technical areas below. In addition, PdL Architecture is interested in both existing and new innovative/novel solutions that can meet the technical maturity goals outlined below.

Digital Engineering and Integration Digital Engineering and Integration: Capabilities to establish a government-tailored digital engineering architecture and integration environment that supports digital twins, hardware-in-the-loop (HIL), physical test beds, and system-of-systems analyses. This includes developing a digital engineering environment leveraging existing commercial off-the-shelf (COTS)/government off-the-shelf (GOTS) components and integrating containerized software, message interfaces, and modeling/simulation frameworks.

Virtual & Augmented Environment Integration: Capabilities to develop a unified virtual integration environment that incorporates hardware emulators, real hardware, and software simulation to support virtual prototyping before physical builds. This includes integrating hardware emulators and GOTS simulation tools into virtual test workflows.

Integration Support: Capabilities to integrate COTS and GOTS solutions into the digital engineering environment, including hardware emulators, simulation components, and voice-control software. This includes completing cybersecurity and security engineering requirements and artifacts (e.g., Risk Management Framework (RMF), Security Technical Implementation Guides (STIG)).

Test & Evaluation: Capabilities to plan and execute test and evaluation activities for COTS and GOTS solutions, including data collection, benchmarking, results reporting, and validating correlation between virtual and physical testing.

These technologies should be suitable to connect to a US Army cloud environment eventually. Alternative approaches to bridge the gap before cloud is established will be considered.

Submission Requirements:

All documents shall be portion marked IAW DoDM 5200.01-V2. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (submitted material will not be returned). The responses should not exceed five (5) pages in length. The five-page limitation does not include the cover page.

Subject line should be: Digital Engineering, Integration, and Experimentation Ecosystem All responses must be unclassified and sent to: Mr. Eric Roberts, Contracting Officer, eric.j.roberts48.civ@army.mil.

Responses with CUI must be sent encrypted via DoD SAFE. If you require a DoD SAFE drop link, please contact Mr. Neil Pinto, Engineer, neil.a.pinto.civ@army.mil Questions and requests for clarification must be submitted to Mr. Neil Pinto, Engineer, neil.a.pinto.civ@army.mil no later than 15 calendar days following RFI posting.
