About this file
This document is a Request for Information (RFI) issued by the General Services Administration (GSA) Public Buildings Service Office of Project Delivery (OPD) Cost Management Program.
The RFI seeks responses from vendors who can provide construction cost data and building operations and maintenance data to be used in GSA's internal cost estimating system. The cost data should be organized in a parent-child tree structure with a minimum of 6 levels and maximum of 12 levels of detail, following ASTM UNIFORMAT II and MASTERFORMAT indexing. The data should include material, labor, and equipment costs, production rates, assigned labor resources, and location multipliers. GSA intends to use this data to build individual cost estimates for building repairs, alterations, construction, maintenance, and operations. Interested parties are requested to submit company information, a supporting narrative up to 10 pages, estimated implementation costs for years 1-5, and respond to additional questions by 3pm Eastern on May 23, 2024. Follow-up product demonstrations may be requested by GSA.

REQUEST FOR INFORMATION (RFI)
Definitive Cost Estimating Data
US General Services Administration (GSA) Public Building Services Office of Project Delivery (OPD) Cost Management Program
May 9, 2024
This is a Request for Information (RFI) only. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or final specifications are available at this time.
Request for Information Objective The General Services Administration (GSA), Public Buildings Service (PBS), Office of Project Delivery, Cost Management Program is issuing this RFI to obtain responses from all interested and qualified vendors that can successfully provide the services described herein. The information provided in this RFI is subject to change and is not binding on the government.
The Government intends to utilize the information from this RFI to identify companies that can meet the Government’s requirements below, provide input on acquisition strategy, including proposed contract type, and acquisition planning schedule; the feasibility of the requirement, the contemplated NAICS code; the contemplated Federal Supply Schedule category (if applicable);
and any other industry concerns or questions.
The Government invites Respondents to submit ideas that could assist it in attaining its objectives. The Government will not reimburse Respondents for any expenses associated with responding to this RFI, though the Government sincerely appreciates Respondents' efforts and input.
Project Objective and Background GSA seeks service for construction cost data used for preparing definitive cost estimates for building repairs, alterations and construction.
The Government is seeking building operations and maintenance data used for preparing definitive cost estimates for building maintenance tasks and work orders associated with the short-term building operations and maintenance.
The intent is for the cost data to be applied in an internal GSA cost estimating system. The data will be protected as a source data, and GSA users will have the capability of applying the cost data in a series of GSA-structured databases, cost models and individual projects. The intended applications will be in a series of cost breakdown organizations where the product-structured data elements will be assembled in ASTM UNIFORMAT II© and ASTM FACTS© Structure, as well as other GSA-defined cost breakdown structures. When the data is applied as a cost model, or GSA cost database, the intent will be for GSA to build individual cost estimates off of the GSA-structured databases.
RFI Response Requirements All Interested parties shall submit the following minimum information:
● Name of company
● SAM Unique Entity ID (UEI)
● POC, Telephone Number(s), Address, and e-mail address
● Supporting narrative as applicable this RFI (10 pages maximum)
○ Features (Preferred) – Specific
○ Generic Cost Estimate
○ Additional Questions
Interested companies should submit their supporting narratives through email by 3:00pm Eastern Time, Thursday, May 23,2024. Please send your response to, Contract Specialist, Tyrone Dallas, tyrone.dallas@gsa.gov.
Features (Preferred) – Specific
• Construction Cost Data o Basic Organization
Data organized following a Parent-Child Tree-Structure from a minimum of 6 levels of data to a maximum of twelve levels of data at the most granular level of detail
Organized with a Product-Based (ex MasterFormat©) Indexing Code Database to be a representative of the products installed during construction.
Detail Line Items to be made up of a series of individual data fields, that when summed together will reflect the overall, total installed costs.
o Individual Detailed Line Item Entries represent the following
Indexing Code Description of Line Item Unit of Measure (UoM) for which the line item pricing is based, ie SF
(square foot), LF (linear foot), EA (each), etc Material Cost, per UoM assigned to line item entry in database Labor Cost, per UoM assigned to line item entry in database Equipment Cost, per UoM assigned to line item entry in database Daily Production / Productivity Rate Assigned Labor / Crew Resources Labor Costs based on Union and Davis Bacon Rates All costs in database to be based on national average costs Database to provide a location-based multiplier factor for all applicable locations. However GSA will have the option to apply it’s own standard location factors
• Building Operations, Maintenance and Repair Cost Data o Basic Organization
Two subgroupings. One will be Maintenance and Repair (M & R) Data.
The other is to be General Building Operations Data.
Within each subgrouping, data should be organized following a Parent- Child Tree-Structure from a minimum of 6 levels of data to a maximum of twelve levels of data at the most granular level of detail.
mailto:tyrone.dallas@gsa.gov
The Maintenance and Repair Data is to organized following the ASTM UNIFORMAT II© Indexing. The General Building Operations Data is to be organized by individual tasks, or based on the product effected in the MasterFormat© indexing system o Individual Line Item Entries represent the following Indexing Code Description of Line Item Unit of Measure (UoM) for which the line item pricing is based, ie SF
(square foot), LF (linear foot), EA (each), etc Material Cost, per UoM assigned to line item entry in database Labor Cost, per UoM assigned to line item entry in database Equipment Cost, per UoM assigned to line item entry in database Daily Production / Productivity Rate Frequency – Represents frequency of building operations/maintenance task being performed Assigned Labor / Crew Resources Labor Costs based on Union and Davis Bacon Rates All costs in database to be based on national average costs Database to provide a location-based multiplier factor for all applicable locations. However GSA will have the option to apply it’s own standard location factors
Generic Cost Estimate
1. Provide an estimated/anticipated cost to configure and implement the technical solution based on GSA’s requirements.
a. What are the anticipated “best guess” training costs, administrative fees and other costs for service?
b. Please provide costs for years 1 through 5.
Additional Questions
1. What is your firm’s socioeconomic status?
2. Does your firm have a GSA Schedule contract, if so, what is your schedule contract number and category?
3. Do your labor libraries include Union Wages?
a. Do they include Prevailing Wages?
b. Are they based out of National Averages?
4. What is your data hierarchical structure?
5. What format does your data get delivered in?
