About this file

This Request for Information concerns the replacement of heating boiler systems and installation of new Direct Digital Controls at four buildings at Selfridge Air National Guard Base. Responses are requested by September 8th to determine if other manufacturers' DDC systems are compatible with the existing Automated Logic controls and can immediately integrate with the base network. The Michigan Air National Guard seeks information on non-Automated Logic controllers that can operate through the proprietary WebCTRL software already in use via the base Local Area Network. The project scope includes removing old boilers and installing new high-efficiency condensing boilers with 10:1 turndown ratios along with associated piping, ventilation, electrical connections, pumps, and system start-up. Additional DDC points may be needed to integrate new equipment. The period of performance is 365 days from October 15, 2022 through October 15, 2023 at Selfridge Air National Guard Base, Michigan.

REQUEST FOR INFORMATION

Michigan Air National Guard Contracting W50S85-21-B -0004 VGLZ 212011 Repair HVAC H7, H9, B32, B127

(NAICS: 238220, PSC: Z1EZ)

1.0 Description

1.1 The Michigan Air National Guard Contracting Office is seeking information to determine if there non Automated Logic Direct Digital Control controllers and routers that can be installed as part of the Automated Logic Control LGR capacity system are operated via WebCTRL software and can be immediately be placed on the Selfridge Air National Guard Base Local Area Network(LAN) .

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Michigan Air National Guard is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

2.0 Background

The contractor shall schedule and perform a construction task for the replacement of the existing heating boiler systems in (4) buildings and the Selfridge Air National Guard Base, Harrison Twp.

MI. The Contractor will provide complete and operable boiler systems at Hangar 7, Hangar 9, Building 32 and Building 127. The replacement boilers are of various sizes and shall be high efficiency condensing boiler. These boilers shall be high efficiency condensing boilers with a 10:1 turndown range in line with The Selfridge ANG Base Design Standards. The installation and replacement shall include but is not limited to all piping connections, combustion air and venting, power connections, hot water pumps, and system start-up and validation. The pumps and boilers will operate on a loop with the lead / lag configuration which may require some piping changes from the existing configuration. Sizing for the boilers will be approximate to the input MBH to the sizes listed in the SOW. For each new boiler system the Contractor shall Provide required additional DDC points for other added controls devices added to the boiler systems with ACL controls points. Other DDC changes will be performed as required for the new boilers and pumps.

The incorporation of Automated Logic Corporation Direct Digital Control (DDC) Systems to the HVAC systems for the subject project is required for the following reasons:

1) The controllers and routers to be installed as part of the Automated Logic Control LGR capacity system are operated via WebCTRL software. WebCTRL 4.x Software is proprietary to ALC (WebCTRL is a trademark of the Automated Logic Corporation).

2) Selfridge has previously purchased WebCTRL 4.x Software licenses and employs Maintenance Mechanics trained on related operation and maintenance of this software.

3) The software has undergone technical scrutiny by the Dept. of the Air Force with the following outcomes:

a) The software system is currently fully authorized to reside on the Selfridge LAN through the USAF.

b) The ANG has formally approved and certified Authority to Operate (ATO) the ALC WebCTRL 4.x software.

c) Similar DDC software systems are not authorized to operate on the Selfridge LAN (per the USAF NOSC), making it impossible to retrieve/control data points for the systems that utilize the DDC systems that these software systems support.

d) WebCTRL 4.x software is completely expandable and certified by the U.S. Air Force Network Integration Center for use on standard desktops systems connected to the Air Force Global Information Grid.

e) The US Air Force now recognizes WebCTRL as a Commercial off the Shelf (COTS) product that is not a security risk and will not cause any functionality issues on the desktop in which it's installed. It would take other software package years to be vetted and certified by the Dept. of the Air Force in such a manner.

The existing ALS DDC System has a PRV of over $4M. “Bridge” service equipment is not viable due to overcomplicating access and an inability of operators to manipulate controls without multiple certifications and training. Therefore the return on investment of purchasing an entirely new DDC that can immediately be placed on the Selfridge LAN does not appear to be feasible.

2.1 Anticipated Period of Performance: 365 days

2.2 Delivery Period: 15 October 2022 through 15 October 2023

2.3 Place of Performance: Selfridge Air National Guard Base, MI 48065
