SOURCES SOUGHT/REQUEST FOR INFORMATION
US DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT (HUD)
86614121R00001
NATIONAL CONSTRUCTION INSPECTION SERVICES
I. Purpose
The US Department of Housing and Urban Development will have a need to obtain the services of construction inspectors who will conduct and perform various construction inspection tasks, including reviewing change orders, payment requests, schedules, request for permission to occupy, etc. Inspections are made to evaluate the builder’s and supervisory architect’s performance, to obtain construction according to the construction contract documents, and to report on conformance with prevailing wages and other construction contract requirements. For HUD construction, inspection tasks, the contract inspectors will serve as HUD’s construction representative for completing various portions of HUD forms, procedures and other related tasks. The contract inspector’s work products will provide HUD with the field/site data necessary to make informed decisions regarding the construction phase of various HUD programs (e.g., HUD Section 221(d)(4), Mortgage
Insurance for Rental and Cooperative Housing, Sections 207/223(F), Mortgage Insurance for
Purchase or Refinancing of Existing Multifamily Rental Housing, Section 202, Supportive
Housing for the Elderly, and, Section 811, Supportive Housing for Persons with Disabilities, HUD Section 232, Healthcare Facility Insurance, etc.).
The purpose of the Sources Sought Notice/Request for Information (RFI) is to obtain information, for planning purposes, regarding:
(1) The identity of 8(a) potential small business sources that have the capability to perform the work required under the attached Performance Work Statement (PWS); and,
(2) The size classification of available and potential sources under Product Service Code (PSC)
C219 Architect and Engineering, North American Industrial Classification System (NAICS)
541310, Architectural Services. The small business size standard for NAICS code 541310 is
$8.0M.
II. Background
The (HUD) Office of Multifamily Housing Programs (MF HOUSING) is responsible for the overall management, development, direction and administration of HUD’s Multifamily
Housing Programs. HUD currently has contracts and purchase orders throughout the US for Construction Inspection services. The areas for the contracts and purchase orders may be based on a designated site, cities, counties, or states. As part of HUD’s Strategic
Sourcing Initiative, HUD is contemplating establishing Firm-Fixed-Price/Indefinite Delivery contracts for MF Housing in each of the geographical areas:
Northeast Region Southeast Region Southwest Region West Region Midwest Region
Connecticut Alabama Arkansas Alaska Illinois
Delaware Florida Iowa Arizona Indiana
District of Columbia Georgia Kansas California Michigan
Maine Kentucky Louisiana Colorado Minnesota
Maryland Mississippi Missouri Idaho Ohio
Massachusetts North Carolina Nebraska Montana Wisconsin
New Hampshire South Carolina New Mexico Nevada
New Jersey Tennessee Oklahoma North Dakota
New York Puerto Rico Texas Oregon
Pennsylvania South Dakota
Rhode Island Utah
Vermont Washington
Virginia Wyoming
West Virginia Hawaii
HUD believes having contracts based on geographical areas will improve overall management, coordination, organization, lower administrative costs, and lower prices for CI Services.
