About this file

This Request for Information (RFI) is issued by the Federal Bureau of Prisons (BOP) Trust Fund Branch to conduct market research for establishing Blanket Purchase Agreements (BPAs) for nationwide commissary resale items. The RFI seeks vendors capable of supplying comprehensive product categories including food and beverage, religious items, health and hygiene products, clothing, arts and crafts, recreational items, and general merchandise for inmate commissaries. Vendors must meet extensive performance requirements, such as nationwide delivery within 7 calendar days, electronic ordering capabilities, firm-fixed pricing, no minimum order amounts, UPC code compliance, and ability to support religious dietary needs.

Interested vendors must submit a 10-page capability statement by December 16, 2025 at 11:00 A.M. (EST) electronically to the Contracting Officer. The submitted documentation should include company details, national distribution capabilities, refund and invoicing policies, regional contact information, experience with federal commissary contracts, and ability to provide all required item categories. The RFI emphasizes strict compliance standards, including product quality, safety regulations, brand availability, and specialized requirements like supporting religious observances and maintaining adequate inventory. This market research aims to develop an acquisition strategy for future commissary purchasing requirements without constituting a formal solicitation.

REQUEST FOR INFORMATION (RFI)

Subject: Commissary Resale, Religious, Recreational, and Specialty Items - Market Research for Establishing Blanket Purchase Agreements (BPAs)

Issue Date: 12/2/2025

Response Due Date: 12/16/2025 @ 11:00 A.M.

1. PURPOSE

The Federal Bureau of Prisons (BOP), Trust Fund Branch, is conducting market research to identify qualified vendors capable of supplying all commissary resale items nationwide in support of inmate commissary operations. The purpose of this Request for Information (RFI) is to assess the availability and capability of vendors to provide a complete line of commissary, religious, recreational, and specialty items through the establishment of one or more Blanket Purchase Agreements (BPAs) under firm-fixed-price terms.

This RFI is for information and planning purposes only and does not constitute a solicitation or Request for Quotation (RFQ). Responses will help the BOP develop its acquisition strategy for upcoming commissary purchasing requirements.

2. BACKGROUND

The Federal Bureau of Prisons (BOP) Trust Fund was established in 1930 under Department of Justice Circular No. 2126. This fund was created to support inmate welfare and recreation through the operation of commissary services and other inmate programs. The Trust Fund operates as a self-supporting program, ensuring that funds are accurately and efficiently maintained to benefit inmates' access to approved goods and services.

The Trust Fund Branch, under the Administration Division, is responsible for overseeing the Trust Fund and Deposit Fund operations. This includes managing the procurement, storage, and distribution of commissary items, and coordinating with various departments such as Recreation, Chaplaincy, and Health Services to provide a comprehensive range of products and services that support inmates' rehabilitation, well-being, and access to approved OTC medicines.

3. OBJECTIVE

The objective of this RFI is to identify vendors who can fully support BOP commissary operations by providing a comprehensive catalog of approved resale items, delivered on time and in compliance with BOP standards. Vendors must have the logistical capacity to deliver nationwide, handle special requests, provide firm-fixed pricing on all approved items, and comply with BOP invoicing, refund, and order completion requirements.

4. SCOPE OF REQUIREMENT

The BPA(s) established will cover all commissary resale items including, but not limited to, the following categories:

• Food and Beverage Products: Shelf-stable foods, snacks, candy, coffee, and beverages. Vendors must provide Halal-certified, Kosher, and Passover-approved foods, along with other items necessary to support religious dietary observances. An ample supply of healthy food options must be maintained.

Vendors may need to coordinate with local vendors to supply perishable items such as ice cream. An ample supply of religious food items must be maintained and made available for special order during religious holidays (e.g., Passover, Ramadan, Lent, etc.), ensuring all inmates can meet dietary requirements consistent with their faith.

• Religious Items: Religious books, oils, head coverings, prayer rugs, beads, and other articles of faith for all recognized religious denominations practiced within BOP institutions.

• Health, Hygiene, and OTC Medicine: Soap, shampoo, deodorant, shaving products, toothpaste, feminine hygiene products, makeup, lotions, and hair care products including clips, ponytail holders, and hair bands. Over the counter (OTC) medicines must be approved by the BOP Health Services Division and the Trust Fund Branch.

• Clothing and Footwear: Socks, undergarments, T-shirts, shoes, boots, and institutional clothing items.

• Arts, Crafts, and Hobby Supplies: Drawing, painting, and craft materials consistent with BOP security and safety standards.

• Recreational Items: Approved games, sports, music, and other leisure products to support inmate recreation programs.

• General Merchandise: Stationery, batteries, small electronics, and other items authorized for inmate purchase.

5. PERFORMANCE REQUIREMENTS

1. Comprehensive Coverage: Vendors must supply all item categories listed above - not partial product lines.

2. Nationwide Delivery: Must deliver to all Bureau of Prison institutions nationwide.

3. Delivery Timeliness: All orders must be delivered within seven (7) calendar days of receipt.

4. No Minimum Order Amount: Vendors must accept special-request orders with no minimum quantity or dollar threshold.

5. Pallet Return Program: Vendors must support a pallet return or exchange program.

6. Firm-Fixed Pricing: All products must be offered at firm-fixed prices for the ten of the BPA.

7. BOP Markup: The BOP applies commissary markups internally; vendor prices must exclude retail markup.

8. Price Cap: The total cost of any individual item, inclusive of the Trust Fund markup, must not exceed $100.

9. Inventory Management: Maintain sufficient inventory levels for consistent availability.

10. Electronic Ordering and Invoicing: Vendors must be capable of receiving and invoicing electronically.

11. Compliance and Quality: All products must comply with applicable federal, institutional, and safety regulations.

12. Fill-or-Kill Orders: All purchase orders must be filled completely or cancelled ("fill or kill").

Partial shipments are not permitted without prior BOP authorization.

13. Invoicing and Receipts: Vendors must issue separate invoices for each order. Combined invoices are not acceptable. Each invoice must match the items and quantities delivered, with corresponding delivery receipts.

14. Items must include UPC codes to be eligible for resale.

15. Returns and Refunds: Vendors must accept returns and provide full refunds or replacements for damaged goods, defective items, and merchandise determined by BOP to be unpopular or not selling.

16. Brand Availability: Vendors must provide brand-name items where available and authorized, ensuring inmate access to preferred brands.

17. Regional and Local Items: Vendors must accommodate requests for regional or locally sourced products by coordinating with local vendors as necessary to meet BOP requirements.

18. Regional Points of Contact: Vendors must provide designated BOP regional points of contact to assist institutions within those regions for order support, issue resolution, and coordination of deliveries.

19. BOP Ordering Platform: Vendors must utilize a BOP-specific online ordering website or portal, as designated or approved by the Bureau of Prisons, for placement, tracking, and management of all commissary purchase orders.

20. Religious Dietary Availability: Vendors must maintain an adequate supply of religious and specialty dietary food items to support institutional orders for religious observances and holidays, including but not limited to Passover, Ramadan, and other faith-based events.
